Tony Blair has robustly defended his three under-fire Cabinet ministers and laughed off claims that he has suffered his own "Black Wednesday".
He was speaking after nurses booed the health secretary, John Prescott admitted an affair and Home Secretary Charles Clarke faced calls to quit.
The trio should all keep their jobs, Mr Blair told BBC News.
He added: "You know me well enough to know there's a resilience that will see through the next day's headlines."

Mr Blair admitted Wednesday had not been a "great day" for his government but could not be compared to Black Wednesday in 1992 when people had "lost homes and jobs" as the pound slumped on the currency markets.
Shrugging off the series of attacks, he said: "The way politics works today is very, very high velocity, very high intensity and you just get used to it."
He likened forecasts about his government to the way people had written off football managers like Arsenal's Arsene Wenger, whose team have just reached the European Champions League final.

The Conservatives and Liberal Democrats are both calling for the resignation of Mr Clarke.
The home secretary apologised earlier this week after 1,023 foreign prisoners, including murderers, rapists and sex offenders, were allowed to walk free without being considered for deportation.
'Sorting it out'
Mr Blair said people should realise that the criminals had finished their sentences and had not been released early.
He admitted there had been a systemic failure on deportation but said Mr Clarke was tackling the problem.
"If you take this system, which for decades has operated in this way. To be fair to him, he is actually sorting it out," he argued.
Probation chiefs have now confidentially been given a list of the most serious offenders so they can check to see if they have committed further crimes after leaving prison.
He was similarly resolute in his defence of Health Secretary Patricia Hewitt, who was booed at the Royal College of Nurses' conference over job cuts.
Mr Blair said she should "certainly not" have offered to resign and said Labour was putting in the extra investment and reform needed to improve the NHS.
"People may shout and boo and heckle you and all the rest of it, but you've got to take the decisions that are right for the country otherwise you really shouldn't be doing the job."
'Private matter'
Deputy Prime Minister Mr Prescott had also not offered to quit after revelations of his affair with one of his secretaries, said Mr Blair.
"That is a personal matter and I'm not going to say any more about it," he argued.
Mr Blair said he was confident there had been no breach of the ministerial code or questions about propriety for Mr Prescott to answer.
Earlier, Conservative leader David Cameron renewed his attack on Mr Clarke.
He said he was "not the right person" to lead the Home Office, especially after news that there were 1,500 more foreign prisoners in British jails than first thought.
He urged Mr Blair to bring forward his Cabinet reshuffle and create a new homeland security minister so the home secretary could get on with clearing up the "mess" on crime, immigration and prisons.
Lib Dem home affairs spokesman Nick Clegg said the Home Office had structural problems because it had a ''dizzying array of things" to do.
"But the government should take responsibility when things go spectacularly wrong on its watch and that is what has happened here - if this is not a resigning issue, I simply do not know what is," said Mr Clegg.

Charles Clarke is being urged to resign after he admitted the Home Office freed 1,023 foreign prisoners who should have been considered for deportation.
The home secretary insisted he should sort the problem out, and received backing from Prime Minister Tony Blair.
But Tory David Davis and Lib Dem leader Sir Menzies Campbell said Mr Clarke had failed to protect the public.
The prisoners, who were released over the past seven years and include three murderers, are urgently being sought.
'Culpable failure'
Mr Davis, shadow home secretary, told MPs he was calling for Mr Clarke's resignation because it had emerged that 288 foreign offenders were released after he knew about the problem in July 2005.
Figures revealed by Sir David Normington, permanent secretary at the Home Office, show that an average of 41 prisoners per month were released between September, 2005 and last month.

Tony Blair is understood to have been told about the releases before Christmas.
Speaking in the Commons, Mr Davies told Mr Clarke "that because of the culpable failure to protect the safety of the public, your position is untenable".
Mr Clarke said 83 of the 288 released prisoners were now being considered for deportation, a further 53 had completed the process and 14 had been expelled.
Mr Clarke said he would give details of efforts to track down the serious offenders who were released in error at a later date.
In a statement, he told the Commons the failure of systems within the Home Office was "deeply regrettable" and his priority was now "to set that right".
'No excuse'
"It's clear that the increasing numbers of cases being referred for consideration led to the process falling down," he said.
Mr Clarke told MPs he had said sorry for the oversight. "I do apologise. I have apologised, I continue to do so."

But Mr Davis said although he had known the home secretary for 30 years and had "a broad degree of respect for him", Mr Clarke's statement revealed "a disturbing neglect for public safety at the heart of this government".
"This is yet another example of your department's failure and incompetence. There is no excuse for you not knowing about this," he told Mr Clarke.
And Sir Menzies pressed the prime minister at question time to explain why he had not asked for Mr Clarke to step down.
Tory ex-Home Secretary Michael Howard also urged Mr Clarke to quit after his admission that "it was shocking failure on his part" that had led to the oversight.
"If our traditional principles of ministerial responsibility mean anything at all, he should no longer be in his job," he told the BBC.
'Police probe'
Meanwhile, police have begun processing hundreds of names from the foreign prisoner scandal and have already returned results to the Home Office.
The Association of Chief Police Officers (Acpo) said a team at its London HQ was running Police National Computer (PNC) checks on names being provided by the Home Office.
The checks will reveal if police have current addresses for the missing 900 criminals, and whether any have committed further crimes since their botched releases.
Earlier, Mr Blair said he did not agree with Conservative claims that Mr Clarke was unable to give the Home Office the leadership it needed.

The prime minister has twice refused to accept the home secretary's offers to quit over foreign prisoner blunders.
Number 10 said Mr Clarke had offered to resign on Tuesday when the scandal was uncovered. In interviews, Mr Clarke said he had offered to quit on an earlier occasion as well.
Mr Blair said he regretted the oversights but added that new systems were now in place.
He made the comments after Conservative leader David Cameron claimed Mr Clarke had presided over a "systemic failure" in the Home Office and had misled the public over the scale of the problem.
"Isn't it clear that he cannot give the Home Office the leadership it so badly needs?" Mr Cameron asked, to Tory cheers.

Sending fewer criminals to jail is the key to improving prison and probation services in England and Wales, Home Secretary Charles Clarke has told MPs.
Criminals would have to do unpaid work which was clearly visible to the public, although the most dangerous offenders would be kept in jail.
Prison reform groups backed the five year criminal justice plan but want funding to keep jail populations down.
Tory David Davis said the plans were "minor changes" for "massive problems".
The Lib Dems welcomed the thrust of the package but condemned prison overcrowding as a "scandal".

Mr Clarke told the Commons: "Prison does not work in stopping re-offending."
Unpaid community service work could be a "powerful, effective and tough punishment", he argued.
But the new strategy needed to have public confidence, with offenders rehabilitated but people protected from dangerous criminals.

He plans to double the amount of unpaid work done by offenders to almost 10 million hours.
"Community payback" signs would be placed beside where the offenders worked, and plaques left after the project was completed to make the scheme visible.
Asked about reports that offenders would wear T-shirts with the "community payback" logo, a Home Office spokeswoman said: "We're not going into talking about that."

Mr Clarke said: "Prison is only one way of punishing offenders and it is best for the most serious offenders, particularly those who are dangerous.
"But there are better punishment regimes for others, in particular properly organised community sentences...
which offer the best chance of stopping offenders offending again."
Mr Clarke said seriously dangerous criminals would be kept in prison for "as long as necessary".
The government also wants to make prisoners sign contracts promising not to re-offend, in return for help with housing and jobs on release.
Some offenders would also be asked to sign up to rehabilitation contracts to get them back on the straight and narrow.
The plans would also ensure there was a named manager for every offender as part of a national offender management service.
Mr Clarke said the idea of community prisons, to bridge the gap between custody and community, would be developed.
Shadow home secretary Mr Davis criticised the government's record on tackling re-offenders.
He said "community punishment had not proved a success" in the past and he asked how the new strategy would be any different.
"The public at large are not protected from a criminal who receives a non-custodial sentence," he warned.
Lib Dem spokeswoman Lynne Featherstone said Mr Clarke was right to say too many people were being sent to prison.
But she said Labour had since 1997 had time to make inroads into the problem.
She pressed for more housing support for people leaving prison and wanted to make sure rules on disclosing offences did not prevent ex-offenders get work.
Overcrowding?
Figures compiled last month suggested England and Wales had a higher proportion of the population behind bars than any other western European country.
According to the Howard League for Penal Reform, 140.4 people in every 100,000 of the population are in jail - double the rate of Scandinavian countries.
Last October Home Office figures revealed there were 77,800 inmates - just 373 short of the total capacity.
Mr Clarke said there were "segments" in the numbers in prisons where the numbers were too high, including foreign nationals, those on remand, women, young people and those on short sentences.

Home Office Minister Tony McNulty said he was "very, very shocked" by the news but he did not think Mr Clarke should resign.
He said he "did not think it was a case of heads will roll but we'll see".
Downing Street says Tony Blair has "full confidence" in both Mr Clarke and Mr McNulty.
"It is unreasonable to expect ministers to know what is going on in every nook and cranny in their department," said Mr Blair's official spokesman.
Drug importers
Mr Clarke said the 1,023 prisoners, who were released between February 1999 and March 2006, should have been considered for deportation or removal.
He said the failure was "deeply regrettable" and conceded that people would be angered by the oversight.
So far the Immigration and Nationality Directorate (IND) has located 107 of the total, leading to 20 deportations.
Among the offenders, five had been convicted of committing sex offences on children, seven had served time for other sex offences, 57 for violent offences and two for manslaughter.
There were also 41 burglars, 20 drug importers, 54 convicted of assault and 27 of indecent assault.
The Home Office said it did not have full details of offences committed by more than 100 of the criminals.
'No blame game'
Mr Clarke said: "It is clear that the increasing numbers of cases being referred for consideration [for deportation] led to the process falling down."
Mr Clarke said he was not going to start pointing the finger at who was to blame for the error.

"Both the Prison Service and the IND failed to carry out their responsibilities in the way they ought to have done," he said.
"They have both taken steps to lead me to be confident that it is now being done properly."
He added:

The courts had recommended that 160 of the criminals should be deported from Britain at the end of their sentences, it emerged.
Lin Homer, the IND's director general, said 14 of the 160 had been found. Five of those had been deported and nine considered inappropriate for removal.
Liberal Democrat leader Sir Menzies Campbell said it was "extraordinary" that so many people convicted of serious offences had "simply disappeared".
"All the government's tough talk on crime counts for nothing in the face of this incompetence," he said.
The situation only became apparent after the cross-party Commons Public Accounts Committee asked questions about released foreign prisoners during a hearing last October.
Responsibility
Former Home Secretary David Blunkett called the problems "astonishing".
"My view is that heads should roll," said Mr Blunkett.
"There are too many people in the system who simply don't care. I fully support Charles Clarke in getting to the bottom of this."
Harry Fletcher, assistant general secretary of the National Association of Probation Officers, said the chances of tracking down large numbers of released prisoners was "remote".
The Home Office was "facing crisis", said Mr Fletcher.

Roy Clarke admitted sexually abusing boys and girls
A former swimming teacher who admitted abusing children in offences dating back to World War II has been jailed for 12 years at Leicester Crown Court.
Former swimming coach Roy Clarke, 79, from Duncan Road in Aylestone, admitted sexually abusing boys and girls between 1942 and 2003 at a previous hearing.
Leicestershire Police described him as "vindictive, predatory and dangerous".
The prosecution came about after a woman came forward last summer to report an historical case of abuse.
Clarke, who used to work with youngsters as the Leicester Amateur Swimming Association county coach, admitted 16 offences including gross indecency and assault which took place at his home.
'Vile desires'
He was arrested there last September.
Police managed to trace 30 people who all said they had been abused by Clarke at his house. Most thought they were the only one.
In February Clarke, who appeared at Monday's hearing in a wheelchair, admitted 16 counts of indecency with five girls and three boys aged under 16.

Jailing him, Judge Christopher Plunkett told him: "For a period of more than 50 years you preyed on young, vulnerable children - five, six, seven and eight years old and sometimes a little older.
"In a premeditated way you won their trust and the community's trust, but you did so in a way in which you could indulge in your vile desires."
Afterwards Det Insp Lee Hill, who led the inquiry, said: "It's quite right that he's brought to justice. His health has only deteriorated over the last few months since his arrest.
"And certainly during his period on remand he received pornographic material through the post by mail order - (he is) still a person very interested in sex."
"Even during the most horrific (offences) that he did admit, there was still an element of blaming the child for that," said Det Con Debbie Timms of Leicestershire Police.
"I wouldn't say that throughout, he's ever showed any remorse and to this day it's always been the child that's in the wrong and never him."
One of Clarke's victims, Malcolm, who was abused over a four-year period in the 1970s, said: "He is evil, and as far as I'm concerned, the only place he deserves to go is hell."

A former swimming coach has admitted carrying out sexual assaults on young children over a 50-year period.
Roy Clarke, 79, of Leicester, indecently assaulted the children - girls and boys aged from five to 10 years old - between 1944 and 1997.
The attacks happened at his home in Duncan Road, Aylestone, Leicester, Leicester Crown court heard.
Clarke, who appeared in court in a wheelchair, admitted 16 sexual offences and will be sentenced later.
The court head that Clarke, a former coach with the Leicester Amateur Swimming Association, denied a further 11 similar offences which will now remain on file.
Speaking after the case, Detective Inspector Lee Hill said: "Clarke is a predatory paedophile who carried out calculated, systematic and sickening abuse of children for his own gratification. He is a very dangerous man."
Clarke was remanded into custody after Judge Christopher Plunkett adjourned the case for reports.

Senior hospital nurses said they did not have enough staff
A government claim the NHS is enjoying its "best year ever" has been attacked by nursing leaders and opposition MPs.
Health Secretary Patricia Hewitt made the assertion in a BBC Radio Five Live interview in which she said patient waiting lists were at an all time low.
The Royal College of Nursing suggested 13,000 NHS posts were set for closure in England and said nurses and patients would be surprised by her description.
Tory leader David Cameron said the NHS faced a government-created crisis.
The NHS is facing a financial deficit of more than �600m with some 7,000 job losses having already been confirmed.
The Liberal Democrats have said the true number of job cuts could be even higher than the RCN estimates but Ms Hewitt has denied such claims.

The RCN surveyed 660 hospital-based senior nurses ahead of its conference
starting in Bournemouth on Monday.
Some 45% said that there have been redundancies or a reduction in nursing posts where they work.

The RCN also surveyed 260 community nurses, such as ward sisters. Two thirds said they were under too much pressure, with 40% prepared to leave their current job if they could.
The findings come as separate RCN figures on job losses indicate that 13,000 posts have been identified by NHS managers to be lost since October last year as trusts struggle to save cash.
"Real patients and real nurses do not experience this as the best year ever," said Dr Beverly Malone, general secretary of the RCN.
"Patient services are being cut, nurses and other NHS staff are losing their jobs.
"If this is the best year ever, I dread to think what a year worse than this could look like."
'Best practice'
Health Secretary Patricia Hewitt
has denied that cuts in the NHS were due to pay rises for staff in excess of what was planned.

"There is a minority of organisations who have been overspending and that is because, in most cases, they have not adopted the best practice, like more daycare surgery, they've not organised their services as efficiently as they could," she told ITV's Jonathan Dimbleby programme.
She said "so-called job cuts" in recent weeks mainly affected agency and temporary staff and were reducing a "very inefficient and wasteful form of spending".
Ms Hewitt told the BBC: "Despite the headlines, actually the NHS has just had its best year ever".
"We have just come through one of the coldest winters for decades and we haven't had any of the winter bed crises. We got the waiting times down to the lowest level ever."
'Over centralised'
Conservative leader David Cameron told Adam Boulton on Sky News the government had "mismanaged" the health service.
"In the last month there are, I think, 9,000 people who have been threatened with losing their jobs in the NHS, we've got hospitals threatened with closure in the NHS, we've got the chief nurse saying that the system isn't working and that patient care is suffering," he said.
"We shouldn't over-use that word, but there is a crisis - these levels of redundancies, these levels of closures.
"It's a crisis that was pretty much manufactured in Downing Street."
Liberal Democrat health spokesman Steve Webb said NHS was "over centralised and mismanaged".
"It is no good for the health secretary to pretend that care does not suffer when doctors and nurses are losing their jobs," he said.
Union Unison, meanwhile, is expected to announce support this week for its hospital staff members who may decide to take industrial action over cuts.
The Department of Health acknowledged it had underestimated the financial impact of new contracts for nurses and consultants by �310m but said the figure needed to be set against an overall annual NHS pay bill of �30bn.

Despite huge job losses and mounting financial problems, the NHS is enjoying "its best year ever" according to Health Secretary Patricia Hewitt.
The service faces a financial deficit of up to �800m and some 7,000 job losses have already been confirmed.

The Conservatives say the service's problems are down to mismanagement.

But Ms Hewitt has denied there is a crisis, insisting the deficit amounted to no more than 1% of the NHS's total budget.
She said the job cuts - which latest estimates suggest could rise to 13,000 -
were in many cases allowing the service to operate more efficiently.

She said the government had delivered on its promise that the maximum waiting time would be six months for operations such as hip replacements.
"In the bad old days", she said, the waiting times would have been closer to two years.
The health secretary insisted she was not "complacent" about the cash problems, saying she was "determined" to sort them out before they began to threaten patient care.

Hazelwood repeatedly raped his victim over a three-year period
The attorney general will consider whether the jail term handed to a paedophile who repeatedly raped a little girl is too lenient.
Kevin Hazelwood, 40, from Brighton, was jailed indefinitely on Thursday, but was told he must serve a minimum of just five years and seven months.

Last month at Lewes Crown Court, Hazelwood admitted six rapes, two attempted rapes, three sexual assaults and two indecent assaults against the girl.
He had also admitted charges of sexual activity with or in the presence of a child under 13, historic assaults on a girl dating back to the 1980s and making indecent movies of children.
He was sentenced to a minimum of four years' imprisonment for downloading pornographic images, to run concurrently with the sentence for rape and assault.
Systematic abuse
Hazelwood was on probation, under community supervision, and on a sex offenders' treatment programme at the time of the attacks.
He had been on Sex Offenders' Register for downloading child pornography, but was still able to subject the girl to a string of assaults, the court was told.
He systematically abused her over a three-year period from when she was aged about six, up until two weeks before his arrest last November.
The abuse finally came to light when the girl broke down and told her mother.
The spokeswoman for the attorney general said: "He has asked to see the case file relating to this case as he has a statutory power to review sentencing of serious offences heard in the crown court."

Dangerous criminals released on probation will face tougher supervision to prevent them re-offending, under new measures announced by the government.
Home Secretary Charles Clarke has proposed restrictive orders similar to those applied to sex offenders.
But judges and probation staff said the supervision system was overloaded.
The plans come as a paedophile who admitted raping a nine-year-old girl despite being under community supervision was jailed indefinitely.
Kevin Hazelwood, 40, from Brighton, Sussex, was told he must serve a minimum of five years and seven months.
There has also been concern over recent cases in which criminals on probation carried out murders such as the killings of Reading teenager Mary-Ann Leneghan and banker John Monckton in London.
Mr Clarke told the Commons the proposals would ensure violent offenders would remain under supervision after serving their sentences.
And separate measures would require all prisoners to be seen by a probation officer upon release until their sentences formally came to an end.
He said no risk "can ever be eliminated" but said the plans were "an important step forwards in protecting the public".
New conditions
Offenders sent to prison for 12 months or more are released at the halfway point on licence, and currently are subject to probationary supervision until they are three quarters of the way through their original sentence.
Beyond that point they are not supervised but can be returned to custody for the rest of their sentence if they commit another offence.

Measures raise concerns
Judges would be given more powers to impose conditions on high-risk offenders once they are in the community.
Dangerous offenders could be banned from sports grounds or have limit imposed on how much alcohol they could drink.
Breaching a new violent offender order could carry a maximum of five years in jail.
In extreme cases, the order could last for the rest of the offender's life.
Mr Clarke said good behaviour in prison would no longer be seen as an important factor in determining release dates.
"I am issuing guidance to both prisons and probation staff to highlight the need to avoid over-emphasis on good behaviour in prison and the progress in addressing what are called dynamic risk factors when assessing risk prior to release," he said.
The home secretary intimated more funding will be made available from existing budgets to the Parole Board to reintroduce face-to-face interviews with prisoners before release.
In his statement, the home secretary said probation officers will be asked to focus on the most dangerous criminals.
He said he believed the probation service was willing to introduce such reform in the wake of the Monckton case.
Shadow home secretary David Davis said "much" of what is planned is welcome but added the proposals "failed to address the real problems in the probation service".
Violent criminals would not be deterred by "some kind of super-Asbo", he said.
The Liberal Democrat's spokesman on Home Affairs, Nick Clegg, broadly welcomed the proposal but questioned whether the government would provide the necessary funding.
Home Office Minister Baroness Scotland told BBC News 24 probation officer funding had been increased in recent years.
The new measures were needed to help the service become "better at identifying who it is who needs to be retained in prison and when and how and under what conditions we can safely release people."

Singer Pete Doherty has been released on bail after his arrest on Thursday on suspicion of possessing class A drugs.

Indian doctors: Feel betrayed
Thousands of trainee doctors from abroad have been "betrayed" by a sudden rule change, say campaigners.
New immigration rules mean most non-EU doctors can no longer complete NHS training without work permits.
Hundreds of doctors have protested outside the Department of Health on Friday, saying the changes potentially leave thousands jobless.
But the government says it is protecting posts for UK graduates as supply of doctors outstrips demand.
For decades, graduates from overseas medical and dental schools have come to the UK to complete two years of training in junior NHS posts. Some of these posts were specifically reserved for overseas doctors.
The work permit-free deal was set up to help the NHS make up numbers and rapidly expand its provision. Historically, this led to doctors from countries including India playing a key part in the NHS's growth - comprising up to 70% of all doctors in some areas of Britain.
But under the new rules, introduced suddenly this month, these doctors and dentists will no longer be able to automatically seek training placements.
EU preference
Hospitals must prove they cannot recruit a junior doctor from Britain or the EU before they can shortlist candidates from other countries.
Ramesh Mehta: "Absolute betrayal"
The change has led to widespread protest by doctors' groups and even lobbying of ministers by the Indian High Commissioner.
The British Association of Physicians of Indian Origin (Bapio) says at least 15,000 doctors may have to leave the UK heavily in debt and without having completed qualifications, despite having been encouraged to come to the UK in the first place.
Many of these are already unemployed because of shortage of available training posts.
"A lot of new, budding doctors enthusiastically seek to complete their training in Britain because of the opportunity to support the NHS - and the knowledge they can then take to their practices in their home countries," said Dr Ramesh Mehta of Bapio.
"They sell their homes, take out loans and leave their families behind to work in Britain. The change in rules is an absolute betrayal. Many will now return home with debt but no diploma, no qualifications."
'Unfair change'
The British Medical Association, the professional association for doctors, accused the government of changing the rules without any regard for welfare. It said at least 9,000 doctors in short-term junior and senior house officer grades would be affected.

'We feel let down by NHS'
"There is definitely a need for a new system where the number of doctors coming to the country is based on the needs of the NHS, but what the government is doing is unfair on the doctors who are already here," said Dr Jo Hilborne, chairman of the BMA's Junior Doctors Committee.
But a spokesman for the Home Office, responsible for immigration rules, said transitional arrangements drawn up with the Department of Health would apply to some of those affected. Junior doctors and dentists in current training posts would be allowed to complete those placements.
Overseas doctors who had attended British medical schools would not be subject to work permit restrictions for their final two years.
Health minister Lord Warner told the BBC's Today
programme the change was necessary as competition for jobs grew.
"What we have done is make sure that we are becoming more self-sufficient in training our own doctors," he said.
"There has been a 70% increase in the number of medical school intakes over the last seven or eight years and we have to find and ensure that there are post graduate specialist training posts."
The Royal College of Physicians said that while it understood the need to limit the arrival of overseas doctors, the government had gone about it the wrong way.
"The college recognises the contribution of [overseas] doctors has often been undervalued and their aspirations undermined," said a spokesman.
"They now hear a message that they are no longer needed or wanted and that their commitment to the NHS has counted for little.
"On completion of their training, many doctors returned home to practice. The spread of medical skills learnt in the UK is a tradition that we have reason to be proud off.

The Liberal Democrats have moved to distance themselves from their biggest donor following his arrest on fraud charges in Spain.
Scottish businessman Michael Brown is being extradited to the UK to face a number of charges including fraud, forgery and obtaining by deception.
Mr Brown donated more than �2m to the Lib Dems ahead of the last election.
But a party spokesman stressed there was "no connection" between the charges and Mr Brown's donations.
Scotland Yard said the arrest was not connected with the ongoing cash-for-honours inquiry, or any Metropolitan Police investigation.
Mr Brown, a 40-year-old tax exile, is one of Scotland's wealthiest men, with an estimated fortune of about �10m.
He was the subject of an Electoral Commission investigation last year after it emerged he was not registered vote in the UK - despite bankrolling the Lib Dems' election campaign.
Kennedy 'muppets'
But the watchdog later found it was "permissible" for the party to have accepted the cash from the financier's Swiss-based company 5th Avenue.
He later said he gave the money because he believed in then leader Charles Kennedy's ability as a future prime minister "but not the muppets who purport to serve him".
A Liberal Democrat spokesman said: "We are not aware that this has any connection whatsoever with the Liberal Democrats.
"Any further action is a matter for the police and the relevant authorities."
A spokesman for the Serious and Organised Crime agency later said Mr Brown was arrested under a European arrest warrant issued by the UK.
"We can confirm that a European arrest warrant was issued for Michael Brown and he has been arrested by Spanish authorities," he said.
Mr Brown is accused of a number of offences relating to fraud, forgery, and obtaining by deception.
Mr Brown is expected to be flown to the UK to face the charges in about 10 days time.
He made a brief appearance behind closed doors before an investigating judge at the National Criminal Court on Friday, after being flown to Madrid from Majorca.
He told the judge that he was prepared to be taken back to Britain and would not fight extradition. He was ordered to the top security prison at Valdemora, just south of Madrid.

Man United is the second richest club in the world
Manchester United has accepted a lottery grant of �30,000 to increase the health and fitness of its staff.
The money has been granted to the club from Sport England. Over three years it will fund yoga lessons and lunchtime walking sessions for staff.

The flags were for sale as soon as you stepped off the
Windsor train, the bunting was strung up and the royal watchers were out in force.
After hours waiting, for many it was just a glimpse of the pink hat
For today was a prime queen-spotting occasion - her 80th birthday.
Crowds had gathered from early morning for a glimpse of her, many with bouquets and birthday cards.
They were being watched not only by camera crews and photographers but also police marksmen stationed high on the castle's turrets, binoculars trained on the expectant people.
Many of the well-wishers had found elevated perches - window ledges, bus stops, bollards - from which to see the monarch.
As the crowd grew, a Beefeater band marched down the High Street and school children excitedly waved their union jacks.
For Lucy Gyngell, aged six and three-quarters, her day out from Eton Porney School was a chance to "wave our flags and say long live the Queen".
Lucy Gyngell thought the Queen had a boring job "replying to letters"
"I saw her on telly once. She spends all her day replying to letters - it's so boring," Lucy said, but thought she was "really good" nonetheless.
Another fan, Sue Hudson, 60, from Docklands, London, also thought she was a "good Queen".
"I think we're lucky to have her and I want to thank her," she said as she tied a large union jack to the crowd barriers.
She said she had tried to think of 80 words to describe the Queen, starting with loyal, hard-working and decent.
"It's quite remarkable that someone with pretty much everything has not been corrupted by it," Sue said.
She clearly remembers when her father bought a television especially to see the Coronation in 1953.
"My mother made little red, white and blue dresses and the whole street came in to watch our TV.
"We still had rationing, we were still recovering from the war, but I remember there were so many pretty things in the shops for the Coronation."
Americans Esther Poteshman, 76, and Arlene Shirman, 75, just happened to be visiting Windsor on a theatre tour at the time of the birthday.
American visitors appreciated the British spectacle
"I think I'll wave my flag when she walks past - after all she is a monarch of a big country," said Mrs Poteshman.
"But to be honest we pay more attention to Tony Blair than the Queen. He's the one with the decision-making power, whereas she has to defer to Parliament."
But they were mildly impressed with Britishness of the royal occasion, saying: "It's a great tourist attraction, it keeps your economy up."
As midday drew near, a ripple of excitement went through the crowd as a officials in military uniform began to gather outside the castle gate, signalling that Her Majesty was about to appear.
From the High Street, it was impossible to hear the rendition of Happy Birthday by the Irish Guards, but those in the crowd sang it again as she neared and one man yelled out "hip, hip, hooray" three times.
There was clapping and plenty of cameras pointed in her direction, but she did seem to walk quite quickly, leaving those in her wake waiting for more.
With crowds at least 10-deep it was near impossible to see anything more than a splash of colour from her hat.
In fact, the band seemed to get more enthusiastic applause than the Queen.
As one man back at Windsor station said: "I got some great pictures of a hat. It was a nice hat though. And the band was great."

Prince Charles has paid tribute to his "darling Mama" on her 80th birthday.
In a message recorded at Birkhall in Scotland, Charles wished the Queen the "happiest of happy birthdays".

An 80th birthday is a very special occasion for every family - an occasion for celebration, for giving thanks and for looking back.
As a child, I can just remember my great-grandmother, Queen Mary, at 80.
Then I recall so well the 80th birthday of my grandmother in 1980.
Now I find it hard to believe my own mother, the Queen, is today celebrating her 80th birthday.
And it gives me enormous pride to be able to congratulate her publicly in this way.
And to thank her, on behalf of us all, for the many wonderful qualities which she has brought to almost an entire lifetime of service and dedication to her country, family, to the realms, and to the countries of the Commonwealth.
It is hard to believe that my grandfather, King George VI, was the same age as I am now when he died, and that my mother succeeded him when so young - the same age, in fact, as my sons are now.
I have vivid memories of the Coronation - of my mother coming to say goodnight to my sister and me while wearing the crown so that she could get used to its weight on her head before the Coronation ceremony; of thousands of people gathered in the Mall outside Buckingham Palace, chanting, 'We want the Queen' and keeping me awake at night; of my parents being away for long, overseas tours during the 1950s, and of determined attempts to speak to them on the telephone in far-distant lands when all you could hear was the faintest of voices in a veritable storm of crackling and static interference.
The world in which my mother grew up, and indeed the world in which she first became Queen, has changed beyond all recognition
I remember too the excitement of being reunited with our parents when my sister and I sailed out in the then-brand new yacht Britannia, to meet them off Tubruk at the Commonwealth Coronation Tour in 1954 - a tour that had lasted over six months and taken in 13 countries.
And of course, there was the thrill of witnessing the entire Mediterranean fleet of the Royal Navy steam past the Royal Yacht at high speed with my mother and father waving to all the ships' companies from the afterdeck.
Now there is no doubt that the world in which my mother grew up, and indeed the world in which she first became Queen, has changed beyond all recognition.
But during all this, she has shown the most remarkable steadfastness and fortitude, always remaining a figure of reassuring calm and dependability, an example to so many of service, duty and devotion in a world of sometimes bewildering change and disorientation.
For very nearly 60 of 80 years, she has been my darling Mama, and my sentiments today are those of a proud and loving son who hopes that you will join with me in wishing the Queen the happiest of happy birthdays, together with the fervent prayer that there will be countless memorable returns of the day.

Soldiers will bear the unit's own insignia
An elite force has been set to strengthen counter-terrorism and support special forces, Defence Secretary John Reid has confirmed.
The Special Forces Support Group (SFSG) based in Wales, will be drawn from Royal Marines, Parachute Regiment and the RAF Regiment.
Its insignia is a dagger run through by a lightning flash.
Based at St Athan, the SFSG will train with special forces to be deployed around the world at short notice.
In a statement to the House of Commons on Thursday, Defence Secretary John Reid said: "The new Special Forces Support Group will enhance the capability of the UK Special Forces to operate around the world and will provide the UK with an additional counter-terrorist capability.
"I am pleased to be able to inform the House that the new Special Forces unit stood up, as planned, in St Athan, near Cardiff on 3 April."

The Ministry of Defence said selection courses would involve arduous physical selection and high-quality infantry training.
The personnel will be equipped and provided with additional training to fit their specific specialist role on joining the SFSG.
Another new unit, the Special Reconnaissance Regiment, was created last year.
The tasks which will be assigned to the SFSG have previously been carried out by other units on an ad hoc basis.
One example of the type of work was from 2000 when a company of 1 Para attacked a rebel camp in Sierra Leone as Special Forces units rescued hostages from a separate camp, preventing rebel reinforcements from disrupting the rescue.
Welsh Secretary Peter Hain said of the announcement: "Confirmation that the Group is located at St Athan, close to the SAS headquarters in Hereford, is a welcome boost for the base.

Dangerous criminals released on probation will face tougher supervision to prevent them re-offending, under new measures announced by the government.
Home Secretary Charles Clarke has proposed restrictive orders similar to those applied to sex offenders.
But judges and probation staff said the supervision system was overloaded.
The plans come as a paedophile who admitted raping a nine-year-old girl despite being under community supervision was jailed indefinitely.
Kevin Hazelwood, 40, from Brighton, Sussex, was told he must serve a minimum of five years and seven months.
There has also been concern over recent cases in which criminals on probation carried out murders such as the killings of Reading teenager Mary-Ann Leneghan and banker John Monckton in London.
Mr Clarke told the Commons the proposed order would ensure violent offenders remained under supervision on release from prison until the formal end of their sentences.
He said no risk "can ever be eliminated" but said the plans were "an important step forwards in protecting the public".
New curfews
Offenders sent to prison for 12 months or more are released at the halfway point on licence, and currently are subject to probationary supervision until they are three quarters of the way through their original sentence.
Beyond that point they are not supervised but can be returned to custody for the rest of their sentence if they commit another offence.

Measures raise concerns
Judges are to be given more powers to impose conditions on high-risk offenders once they are in the community.
Dangerous offenders could be put under curfew, banned from sports grounds or even limited on how much alcohol they could drink.
Breaching a new violent offender order could carry a maximum of five years in jail.
In extreme cases, the order could last for the rest of the offender's life.
Mr Clarke said good behaviour in prison would no longer be seen as an important factor in determining release dates.
"I am issuing guidance to both prisons and probation staff to highlight the need to avoid over-emphasis on good behaviour in prison and the progress in addressing what are called dynamic risk factors when assessing risk prior to release," he said.
The home secretary intimated more funding will be made available from existing budgets to the Parole Board to reintroduce face-to-face interviews with prisoners before release.
In his statement, the home secretary said probation officers will be asked to focus on the most dangerous criminals.
He said he believed the probation service was willing to introduce such reform in the wake of the Monckton case.
Shadow home secretary David Davis said "much" of what is planned is welcome but added the proposals "failed to address the real problems in the probation service".
Violent criminals would not be deterred by "some kind of super-Asbo", he said.
The Liberal Democrat's spokesman on Home Affairs, Nick Clegg, broadly welcomed the proposal but questioned whether the government would provide the necessary funding.
Home Office Minister Baroness Scotland told BBC News 24 probation officer funding had been increased in recent years.

Hazelwood repeatedly raped his victim over a three-year period
A known paedophile who admitted repeatedly raping a nine-year-old girl despite being on probation has been jailed indefinitely.
Kevin Hazelwood, 40, of Oriental Place, Brighton, Sussex, was told by Lewes Crown Court that he must serve a minimum of five years and seven months.
Last month he admitted six rapes, two attempted rapes, three sexual assaults and two indecent assaults.
He was on a sex offenders' treatment programme at the time of the attacks.
All of the charges related to attacks on the same girl.

He was also sentenced to a minimum of four years' imprisonment for downloading pornographic images, to run concurrently.
Hazelwood also admitted charges of sexual activity with or in the presence of a child under 13, historic assaults on a girl dating back to the 1980s and making indecent movies of children.
Sentencing him on Thursday, Judge Richard Hayward described him as "cunning and manipulative" and said he had been "unable or unwilling" to control his paedophile urges.
He told Hazelwood: "You gave every indication of complying with the Sex Offenders' Register and there is no reason why a hard-pressed probation officer or anyone else should know anything about it."
He added: "You are a determined and predatory paedophile and you will remain a danger to young girls for the foreseeable future."
Indecent images
His comments came as Home Secretary Charles Clarke said dangerous offenders released on probation would face tougher supervision to prevent them re-offending.
Lewes Crown Court heard how Hazelwood had been placed on the Sex Offenders' Register in October 2002 after pleading guilty at Guildford Crown Court to 20 specimen counts of making indecent pictures of children.
Prosecuting, Gillian Etherton said he had befriended the parents of his nine-year-old victim before using the relationship to "systematically sexually abuse" her.
The abuse started when the girl was aged about six and continued up until two weeks before his arrest in November 2005.
"It would appear from a fairly early stage that the defendant took a keen interest [in the young girl]," Miss Etherton said.

Mother of nine-year-old victim
She told the court that the abuse came to light when the girl disclosed to her mother what "Uncle Kevin" had been doing.
It also heard that he had taken indecent pictures of the girl and had threatened to send them to her mother if she did not keep quiet about the abuse.
Richard Barton, defending, said Hazelwood was "a man who has urges".
"It is not his fault that he has them but it is his fault that he has acted upon them," he told the court.
Further offences rare
In a statement on Thursday, the girl's mother said: "Hazelwood's actions have shocked and repulsed me to the core. He has crushed my world."
She added that the courage and strength shown by her daughter throughout her ordeal had made her "immensely proud".
Sussex Police and Sussex Probation Area said Hazelwood had been supervised under the Multi-Agency Public Protection Arrangements (Mappa) after being convicted of downloading child abuse images.
In a joint statement they said: "It is very rare for offenders managed under Mappa to commit a further offence.
"Only a tiny proportion - around half of one per cent - are charged with a serious further offence."

The Queen has met a host of BBC stars
at Broadcasting House in central London on the day before her birthday.
The monarch chatted to broadcasters including Sir Terry Wogan, John Humphrys and Chris Moyles.
Earlier, she heard a debate about world politics during a visit to the Royal Institute of International Affairs at Chatham House.
Both organisations were granted their royal charters in 1926, the same year the Queen was born.
The visits come on the day an official photograph of the Queen by Lord Snowdon was released to mark her 80th birthday.
The Queen has been celebrating her birthday with a variety of events spread over the week.

Sir Terry said afterwards he had been asked by the Queen how long he had worked for
the BBC.
"I said the old joke, I have never worked here, Ma'am, I haven't worked for 40 years," he said.
He joked: "There was a long line of presenters and as she came in she first went over to Radio One, and I must say full marks to her for pretending to know who they were."
He added that the Queen was also shown a copy of the royal charter during her tour of Broadcasting House, the home of BBC radio.
Mr Humphrys, presenter of Radio Four's Today programme, said afterwards he had quizzed the Queen as to why Cuba's leader, who is also soon to be 80, was not among birthday guests at Buckingham Palace.
"I suggested it was a bit mean not to invite Fidel Castro to the Palace because he's 80 as well and she didn't seem to think it was a very good idea," he said.
Radio One breakfast presenter Chris Moyles said he had wished the Queen a happy birthday.
"She asked me what time I got up," he said. "And I said I was tired but it wasn't that early. I told her I listened to Wogan and John on the radio in bed and then get up. She said 'oh lovely'.
"She seemed sweet enough."
Historical links
The Queen also officially re-opened part of the refurbished Broadcasting House.
During her BBC tour the monarch was shown other items symbolising the corporation's past and its future.
These included an ipod loaded with podcasts, digital radio technology, and a microphone her grandfather, King George V, used for his Christmas broadcasts.

But it is not the first time the virus has been discovered within the country.

16 September 2005 A consignment of parrots arrives in quarantine in Essex from Surinam, in South America.
19 September Department of Health publishes its latest pandemic flu contingency plan. Scotland issues its own updated plan.
27 September A group of finches arrives at the same quarantine premises in Essex as part of a mixed consignment of birds from Taiwan.
14 October Some of the finches and parrots are found dead and tested for bird flu.
21 October The lethal H5N1 strain is confirmed in one of the parrots, but because the bird was in quarantine, the discovery does not affect the UK's disease-free status.
15 November Subsequent tests show the disease is most likely to have come from the finches rather than the parrot. A government report blamed the confusion on a mix-up of tissue samples.
29 March 2006 A mute swan found dead in the harbour at Cellardyke, near Anstruther, Fife, is reported to the authorities.
30 March The swan is collected and taken away for laboratory tests.
31 March Samples from the bird are received at the main testing laboratories in Weybridge, Surrey, for further analysis.
5 April Laboratory tests confirm the presence of highly-pathogenic H5 avian flu in the dead swan. Further tests are carried out to establish whether it is the lethal H5N1 strain.
A two-day exercise to test the UK's bird-flu plans is abandoned so that resources can be switched to the Scotland incident.
6 April H5N1 is confirmed in the swan, and Scotland's contingency plan is put into effect. Tests on more birds are carried out.
11 April Dead bird identified as a whooper swan, not native to the UK, but scientists remain unsure whether it contracted the disease abroad or after it arrived in Britain.

The work of vets and officials was praised by Mr McConnell
The bird flu restrictions put in place after the discovery of a dead swan at Cellardyke in Fife are to be lifted.
First Minister Jack McConnell told the Scottish Parliament that the immediate 3km (1.9 miles) protection zone would be removed on Saturday.
This will apply to the movement of poultry products in the area, while restrictions on live poultry and other captive birds will remain until May.
The wider 10km (6.2 miles) surveillance zone is also set to be lifted on 1 May.
This move is conditional on the completion of a programme of veterinary inspections, with negative results, of all premises with poultry in the Wild Bird Surveillance Zone.
Calm reaction
The Scottish Executive also intends that the Wild Bird Risk Area - east of the M90/A90 stretching from the Forth Bridge to Stonehaven - will lapse on 1 May, subject to a veterinary risk assessment.
The restrictions on the movement of birds will also end on this date.
Mr McConnell praised the work of vets and other officials who, he said, reacted quickly and effectively to what could have been a serious outbreak.
He said people had responded "calmly and reasonably".
"I think we all know the damage that can be done when people panic," said Mr McConnell.
'Strong signal'
The first minister said the Scottish ministerial group on civil contingencies would meet soon in a bid to learn lessons from the incident in Fife.
He also stressed that it was necessary to "send out a very strong signal that people should still come to Scotland" because "bird flu is not a human disease".
Meanwhile, Professor Hugh Pennington - one of the country's leading microbiologists - has criticised the time it took to realise that bird flu had reached Britain for the first time.

He told BBC News the time taken to confirm that the swan found in Fife last month had the H5N1 strain was "longer than it needed to be".
It took eight days - after the bird was first reported on a beach at Cellardyke on 29 March - before tests confirmed that the animal had the disease.
But Prof Pennington, who is president of the Society for General Microbiology, said three days would have been "more acceptable".
He also pointed out that a day passed after the dead swan was reported before experts tested the bird, although Prof Pennington said any future response would probably be quicker.
The H5N1 virus, which causes bird flu, does not pose a large-scale
threat to humans, as it cannot pass easily from one person to another.
Experts, however, fear the virus could mutate at some point in the future, and in its new form trigger a flu pandemic, potentially putting millions of human lives at risk.

What is the virus - and what are the risks for birds and humans?
What is bird flu?
Like humans and other species, birds are susceptible to flu.
There are many different types, but the one concerning experts at the moment is the "highly pathogenic" H5N1 strain - this means that it is highly likely to cause disease.
One swan is dead. Why the concern?
The worry is that wild birds - such as the swan - could spread the virus to domestic poultry flocks.
It spreads easily among them, and could devastate the industry if it took hold.
What measures have been put in place?
A "wild bird risk area" is to be set up covering 2,500 square kilometres around the area where the swan was found.
The area contains 3.1 million birds, of which 260,000 are free-range.
Poultry owners are being directed to keep their flocks indoors where possible, or find other measures of separating them from wild birds.
A three kilometre exclusion zone around where the swan was found, where movement of birds is restricted and a surveillance zone of 10 kilometres will remain in place.
Twelve birds and two of other species are already being checked by Scottish authorities - but there are no indications these are H5N1 positive.
GLOSSARY
Pathogenic - disease causing
Outbreak - a sudden increase in occurrence of a disease, often worldwide
Epidemic - affecting many people in a population at once
Pandemic - an outbreak which crosses international boundaries
So should chickens in the UK be vaccinated - as in other European countries?
The measure has not been ruled out, but there are concerns that vaccination - as has happened in France and the Netherlands - could mask the virus' presence in flocks.
What should I do if I see a dead bird?
Do not touch it. Government advice is that if you find one or more dead swans, ducks or geese, more than three dead birds of the same species or more than five dead birds of different species, in the same place, you should contact the Defra helpline on 08459 33 55 77.
Is it possible to stop bird flu coming into a country?
No. Wild birds do not recognise natural boundaries. But measures such as the exclusion zones and bringing poultry indoors are designed to stop the virus taking hold.
What is the risk to human health if the swan does have H5N1?
It is extremely low. One expert described it as "virtually zero".
People have only contracted the virus from being in very close contact with infected birds.
Someone would need to be close enough to touch a bird's beak, pluck its feathers or come into contact with its droppings to be at risk.
How deadly is the virus?
So far, there have been 191 cases of H5N1 - mainly in people living in South East Asia. The virus has killed around half of those affected.
But it does not spread easily between people.
If that is the case, why are experts concerned about flu spreading in people?
The concern is that the virus could mix with a human flu virus and mutate into a version which can spread easily between people.
The world is overdue a flu pandemic - and experts believe a mutated H5N1 virus is the most likely candidate - so plans are in place if that happens.
The UK government has stockpiled 14.6m course of the anti-viral drug Tamiflu.
There is no vaccine for a pandemic - because no-one knows what the flu strain would be which causes it.
But the government has said it will buy a limited supply of a vaccine against current strain H5N1 which could be given to groups such as health-workers.
Can the virus be passed on through eating poultry or eggs?
No. The virus is easily destroyed by cooking, so even if it was present it would be destroyed.
Should I keep my chickens, or my dogs and cats indoors?
Bird keepers around Fife have been told to keep their flocks inside.
People do not need to bring their pets inside - but experts say it is always sensible to stop pets eating dead birds because they could have other infections.

The Queen's cousin has told the BBC she is "perfectly sure" the monarch will never retire or abdicate the throne.
The Hon Margaret Rhodes was speaking as the Queen prepared to begin her birthday celebrations with a lunch for 99 people who also turn 80 on 21 April.
She said: "It's not like a normal job, it's a job for life." The vows made on Coronation Day were "so deep and so special" to the Queen, she added.
"She wouldn't consider not continuing to fulfil those vows until she dies."
Ms Rhodes and the Queen have been close friends all their lives, and they meet regularly.
When asked by BBC royal correspondent Nicholas Witchell if she was categorically saying the Queen would neither retire nor abdicate, but would remain in the role until her death she said: "Yes, I'm perfectly sure that's what will happen."

"I think in a funny way, perhaps, the death of Queen Elizabeth the Queen Mother had quite a huge effect on the Queen.

Meanwhile, Prime Minister Tony Blair also praised her in Parliament for her "profound impact on our country".
On Wednesday the Queen's guests - who were selected in a ballot earlier in the year - gathered at Buckingham Palace for a three-course meal in the grand Palace Ballroom.
They applied for the ballot through their local Lords Lieutenant throughout Britain, and each can bring one person with them.
Four people attending the lunch were from overseas - two from Canada, one from Australia and one from New Zealand.
The guests dined around 20 tables inside the royal home, with some seated next to the Queen or Duke of Edinburgh.

The men suffered multiple organ failure
Six volunteers who were taken seriously ill during a drugs trial have been offered an interim payment of �5,000, if they agree not to sue.
Lawyers for four of the men said the drug manufacturer, TeGenero, had agreed to pay compensation but had attached a "no-fault" clause in the agreement.
The four men have turned down the company's offer, but TeGenero said the claims are still being processed.
The trial was at Northwick Park Hospital, north-west London, in March.

"I was surprised to find that they had halved the figure and tied this into asking our clients to sign up to this compensation scheme."

He said although this may turn out to be the appropriate route it was too early for his clients to make a decision.
"They have put these clients through such anguish, it is totally inappropriate to try to force their hand," he said.
The previously healthy men had been given the TGN1412 drug by medical research company Parexel.
They had volunteered to test the medication, which was designed to treat rheumatoid arthritis, leukaemia and multiple sclerosis.

Mr Day said the crucial question was to determine what problems they would face in the future before any such decision was taken.

The material was found during police searches
Components for a 250lb car bomb were uncovered during a major security operation in County Armagh, a senior police officer has said.
The discovery was made during searches in the Antrim Road area of Lurgan.
Four men, aged 22, 26, 36, and 46, were arrested and are being held under the Terrorism Act.
Superintendent Alan Todd linked the find to dissident republican paramilitaries and said a bomb attack would have been imminent.
"Material of this sort is by its very nature unstable and, therefore, people preparing these things do so with the intent to use it as soon as possible," he said.
"That means a device was being constructed for immediate use, but more importantly, it means that unstable explosive substances, ready for use, were being prepared in what is a busy residential area behind a commercial premises.
"The risk that provides to the local community is very high and we are very happy police have been able to act."
Police attacked
Dissidents republicans are opposed to the Northern Ireland peace process. They have been blamed for a number of attacks and attempted attacks on the security forces over recent years.
Police discovered the bomb parts at a vehicle breaker's yard early on Wednesday.
Three men were arrested at the scene and a fourth was held later.
Bomb disposal officers were at the scene and part of the town was cordoned off for a time while a search operation went on.
The search was believed to have involved dozens of officers and police sniffer dogs and a large amount of material was taken away for further examination.
SDLP assembly member Dolores Kelly said she believed that police had foiled a major attack.
Ulster Unionist assembly member Samuel Gardiner said: "This is an excellent piece of work by the PSNI and serves as a timely reminder that we must normalise society here by getting the assembly working as soon as possible."
Sinn Fein assembly member John O'Dowd said: "This sort of activity does nothing for this community and is an attack on the peace process which is supported by the overwhelming number of people on this island."
Meanwhile, police in riot gear were attacked by youths throwing stones close to the area where the bomb find was made.

Stuart Lubbock died at Michael Barrymore's former home in Essex
Police are reviewing the death of a 31-year-old man whose body was found
in a swimming pool at the home of TV entertainer Michael Barrymore.
Butcher Stuart Lubbock, from Harlow, Essex, was found dead in March 2001 following a party.
An open verdict was recorded at an inquest and no-one was charged in connection with the death.
The move was announced on Wednesday but police said it was standard practice to regularly review unexplained deaths.
Mr Barrymore, 53, accepted a police caution for drug offences as a result of a lengthy police inquiry after Mr Lubbock's death.

A police spokeswoman said it was possible officers would interview Mr Barrymore and other people who were at the party at the star's home in Roydon, Essex - but added the inquiry was at an early stage.
"We have begun a routine review of the inquiry and that is at a very early stage. A team of officers will look at the file and everything that has happened since," she said.
A team from the force's Investigative Review Team, which is made up of former officers, will carry out the probe. An earlier re-examination of the case was completed in 2003.
In February, a former solicitor's attempt to launch a private prosecution against Mr Barrymore alleging drug misuse, disorderly behaviour and assault was blocked.
A district judge said there was insufficient evidence offered to a private hearing at a magistrates court in Southend, Essex.
'Fight for justice'
Mr Lubbock's father Terry, also of Harlow, welcomed the review and said he would continue to "fight for justice" for his son.
"There were at least eight people present on the night he died and somebody knows why he died and what happened to him," he said.
"All I want to know is the truth about what happened to my son and why he died and I would urge someone to have the courage to come forward and tell the truth."

Following a mass meeting of the workforce, union leaders said workers felt totally betrayed and said if the company had hoped for a trouble-free closure then they could think again.

He said union members laughed when leaders said they were proposing industrial action.
"It was a very boisterous meeting and fairly defeatist too.
"Why cut our own throats? The company has made the decision and it is going to close," he said.
He added he would like to see the unions fight for the best deal for the workers.

The figures support the home secretary's case that there is a wide disparity between the financial treatment of victims of miscarriages of justice and those who are victims of crime.

Awards in miscarriage cases are averaging more than �250,000 per claimant.
There is no cap on payments and the highest ever award was �2.1 million.
The average compensation for a victim of crime is �5,000 and there is an upper limit of �500,000.
By changing the criteria for payments in miscarriage cases, the government expects to save �5m a year which, it says, will be ploughed back into a revamped scheme for crime victims.
But figures tell only part of the story.
Critics say the government has created a bogus contrast between two groups of people who should both be seen as victims.
"This plan smacks of robbing Peter to pay Paul," said the legal officer of Justice, Sally Ireland.
"To disqualify from the compensation scheme people who may have spent many months in custody is a cynical attack on those who have already suffered enough at the hands of the state."
Criteria confusion
There is one area of consensus. The current arrangement, which provides two routes to compensation, with different rules for each, is confusing and secretive.
Some lawyers have argued for a consolidation of the statutory and discretionary schemes in the interest of greater clarity.
By scrapping the discretionary scheme, the home secretary has met that point
- but in a manner which penalises those considered, in his words "undeserving" cases.
Broadly, this encompasses those who have past convictions or who have had their conviction quashed because the legal process was flawed, leaving their innocence a matter of doubt.
In announcing a ministerial review of the test used by the Court of Appeal to quash convictions, the Home Secretary is picking up a recommendation of Lord Justice Auld's 2001 report into the criminal courts and backed by the Commons Home Affairs Committee.
Auld was concerned that there is confusion about the criteria applied by the Appeal Court.
Is it required to declare a miscarriage where there has been a lack of due process even though the court believes the conviction was justified? This has not been considered by the House of Lords and so remains an open question.
Charles Clarke has suggested that one remedy might be to introduce the Scottish verdict of not proven. This would disqualify someone from claiming compensation, thus serving Mr Clarke's aim of cutting the overall compensation bill.
It would also be a radical change to the criminal process in England and Wales, with far-reaching implications.
It is likely to create as much opposition as the government has faced over plans to reduce the number of trials which are heard by a jury.

Those who win their appeals at the first attempt will get no compensation. Others who may have spent years in prison will see any pay-outs capped.

It said the highest payout given to the victim of a miscarriage of justice was �2.1m, with average compensation being about �250,000.
A discretionary compensation scheme, introduced in 1985, which paid out �2m a year would be scrapped because it had become "increasingly anomalous", Mr Clarke said.
Scrapping the scheme means people will not be allowed compensation if their cases have been quashed while going through the normal appeal process - winning at the first attempt.
They would, however, be able to apply for compensation through the civil courts.

New limitations will also be placed on claimants under a statutory scheme - which will remain in force - which currently pays out �6m a year.
The Home Office said the changes were intended to speed up payments, which currently can take between five and ten years to be finalised.

Under the proposals, the level of payments to people with previous convictions would be reduced.
"The changes I have announced today will create a fairer, simpler and speedier system for compensating miscarriages of justice," Mr Clarke said.
"These changes will save more than �5m a year which we will plough back into improving criminal justice and support for victims of crime."
Mr Clarke also announced
an "urgent" ministerial review of the legal test used by the Court of Appeal to quash criminal convictions which, he said, could lead to a change in the law.
He said the review would look into "what extent an error in the trial process necessarily means a miscarriage of justice".
Mr Clarke said changing the test used by appeal judges would be a "radical" move and one option would be to allow courts to declare that a case was "not proven".
'Cynical attack'
The changes to the discretionary award procedure would rule out damages being awarded to someone like Angela Cannings,
who was wrongly convicted of killing two of her sons.
She served 20 months in prison for murder before her convictions were overturned on her first appeal in 2003.
Her solicitor Bill Bache told BBC News the proposals did not recognise the impact of miscarriages of justice on people's lives.
"Simply because the perpetrator of the injustice against one group of people is the state as opposed to say a criminal in the street or something of that kind, why should there be a distinction between those two?"

Gerry Conlon, who was wrongly jailed for the 1974 Guildford pub bombings, said the changes were unacceptable.

Paddy Hill, one of the Birmingham Six, who wrongly served 16 years in jail for IRA bomb attacks, said
he was "very angry".

Mr Cumbers had covered many major events as a freelancer
A BBC cameraman who was shot dead while filming in Saudi Arabia was "unlawfully killed", a London coroner has ruled.
Simon Cumbers, 36, was killed on 6 June 2004 when gunmen opened fire on a news team in the Saudi capital, Riyadh.
BBC security correspondent Frank Gardner was also seriously injured in the incident.
Recording her verdict, West London Coroner Alison Thompson said it seemed likely the pair had been the victims of an opportunistic attack.

Mr Cumbers, from County Meath in the Irish Republic, worked for several years as a radio reporter in his homeland and as a television correspondent with ITN in the UK before retraining to become a cameraman.
As a freelancer, he covered events such as the Good Friday Agreement, the Omagh bombing and confrontations at Drumcree.
The two journalists travelled to Saudi Arabia in 2004 following terror attacks in the city of Khobar.
They were in the al-Suwaydi suburb of Riyadh with a Saudi government minder when the attack happened.

A hospital patient being treated with a flammable gel for a skin condition has died after being engulfed in flames as he lit a cigarette.
It is believed the 60-year-old was smoking on a fire escape at Doncaster Royal Infirmary on Monday.
He was taken to the Northern General Hospital in Sheffield with serious burns but later died.
The hospital is not releasing details, but said: "This is a tragic event. Our hearts go out to his family."
Investigation launched
It is understood that hospital staff followed the correct procedures and the incident is being treated as a tragic accident.
Patients at the hospital have spoken of their shock following the accident.
Margaret Eastwood, who was there with her husband Colin, said she was horrified.
"He should never have been allowed to have a cigarette.
"Hospitals are meant to be no smoking but why was he allowed to have a cigarette? I hope there is a thorough investigation. It sounds horrendous."
A spokeswoman for Doncaster and Bassetlaw Hospitals NHS Foundation Trust said an investigation had been launched.
"Counselling will be made available to staff, patients and family members if required," she added.
A spokesman for South Yorkshire Police said there did not appear to be any suspicious circumstances. He added that a report was being prepared for the coroner.

The headmaster and ex-government adviser arrested as part of the cash for honours probe will deny allegations against him, his lawyer said.
Des Smith was arrested and bailed last week over claims in a Sunday newspaper that he said donations to city academy schools could lead to an honour.
But speaking on his behalf, his solicitor said Mr Smith would vigorously contest the allegations.

The 60-year-old had been held for questioning under the 1925 Honours (Prevention of Abuses) Act.
In January, he had apparently suggested sponsors for the government's flagship city academies programme could be given honours in exchange for funding.
Levy-headed body
Mr Smith later quit his post with the Specialist Schools and Academies Trust.
The trust helps the government recruit education sponsors.
Set up in September 2005, its president is Lord Levy, Tony Blair's chief political fundraiser and close friend.
Mr Smith's solicitors, London law firm Hughmans, said he had been approached for interviews and they had advised him that "in the light of the police investigation it would be quite inappropriate for him to make any statement at the present time other than to state he categorically denies the allegations and will be contesting them vigorously".
"We would ask that the press respect our client's and his family's privacy and any further statements will be released through these offices."
He reportedly told the Sunday Times that "the prime minister's office would recommend someone like [the donor] for an OBE, a CBE or a knighthood".
'Fantastic head teacher'
Downing Street said at the time it was "nonsense to suggest that honours are awarded for giving money to an academy".
Mr Smith remains headmaster of the All Saints Catholic School and Technology College, Barking and Dagenham.
Local Labour MP Jon Cruddas told the BBC Mr Smith had greatly improved results at the school and should be judged on his "21 years as a significant local public servant".
"He is a fantastic head teacher," he added.
The cash-for-honours inquiry was originally launched in response to a complaint by Scottish and Welsh nationalist MPs that Labour had broken the law preventing the sale of honours such as peerages and knighthoods. It has since been widened to cover the activities of other parties.
The investigation is being led by Deputy Assistant Commissioner John Yates, who has said he is prepared to widen the investigation to consider more general allegations of corruption.
It followed reports that the House of Lords Appointments Commission had blocked the appointment of four of Prime Minister Tony Blair's nominations for peerages - all wealthy businessmen who had made loans to Labour.
None was on the list of new working life peers when it was published on Monday. One Tory nominee - who had loaned the party �2m - also missed out on a seat in the upper house.
Mr Yates has already told MPs that he is prepared to widen the investigation to consider more general allegations of corruption.

The Specialist Schools and Academies Trust describes itself as the "leading national body for secondary education in England, part funded by the DfES (Education Department), delivering the government's Specialist Schools and Academies programme.
Anyone found guilty under the 1925 Honours (Prevention of Abuses) Act - designed to deal with those who both give and accept honours under inducement - could face imprisonment for up to two years or fined an unlimited amount.
The Act was introduced after the scandal of the early 1920s when David Lloyd George was offering peerages and lesser honours at a price.

The nurse who killed for kicks
A hospital nurse has been convicted of murdering two of his patients.
Benjamin Geen, 25, was also convicted of causing grievous bodily harm to a further 15 patients at Horton General Hospital in Oxfordshire.
Oxford Crown Court heard the trainee nurse from Banbury, injected patients with unauthorised lethal doses of drugs which caused them to stop breathing.
The offences took place between December 2003 and February 2004. Geen had denied all the charges.
Fifteen patients at the Horton General Hospital recovered shortly after they developed breathing difficulties.

the trial heard David Onley, 77, from Deddington, died on 21 January, 2004 and Anthony Bateman, 66, from Banbury, died on 6 January, 2004.

Initially, doctors could not explain the abnormally high level of respiratory arrests between December 2003 and February 2004.
Suspicion fell on Geen, a lieutenant in the Territorial Army, when it emerged that the incidents had taken place while he was on duty.
When he was subsequently arrested at the hospital on 9 February,
2004, police found a syringe filled with a potentially lethal muscle relaxant in his pocket.
Robert Robinson - one of Geen's first victims - was admitted to hospital after he drank a bottle of gin and took painkillers.
He stopped breathing when he was given an anaesthetic which he did not need, the court heard.

The 51-year-old
said his life had been devastated: "I have no idea what happened when I was in hospital.
"It's hard to describe what the guy did, why he did it, I just don't know, I'm just relieved it's over."
The court heard how Geen looked "elated" as his patients went into respiratory arrest and even "boasted" to one doctor: "There is always a resuscitation when I'm on duty."
He used different methods to send his victims to the point of death including overdoses of insulin and sedatives.
Prosecutor Michael Austin Smith QC told the jury that toying with patients' lives was a price Geen was willing to pay in order to satisfy his perverse needs.
'Death's door'
When patient Timothy Stubbs was admitted with stomach pains and later transferred to the intensive care unit, the drugs midazolam, a sedative, and vecuronium, a muscle relaxant, appeared in his urine sample.
The drugs had not been prescribed by the doctors at the hospital.
Mr Smith said: "People were at death's door. Most were lucky - two were not."
Detective Superintendent Andy Taylor, who led the murder investigation, said: "Ben Geen abused this position of trust.
"We may never know what motivated him to select and poison his victims.
"It is clear that he wanted to be the centre of attention and in order to fuel this desire, brought some of his patients to the brink of death and coldly murdered two of them."

The Ryton plant produces the Peugeot 206 model
Peugeot is to close its car plant at Ryton near Coventry with the loss of 2,300 jobs, it has been announced.
The plant, where the Peugeot 206 is made, is to cease production in the middle of next year.
Union officials reacted with anger, calling the decision "another nail in the coffin" of the UK's car industry.
It is a second blow to the West Midlands car industry - nearly 6,000 jobs were lost last year at MG Rover in Longbridge, Birmingham.
The news does not mean an end to production of the Peugeot 206.
A spokeswoman said it will continue to be produced at a plant north of Paris where it is already made.
Jean Martin Folz, chief executive of Peugeot Citroen, said on Tuesday a study showed the Ryton plant had high production and logistical costs.
This meant the group was unable to justify the investment needed for the production of future vehicles.

That combined with reduced demand and intense competition in Europe meant the company had come to come to this "difficult conclusion", he said.
The Ryton plant currently operates on a two-shift system.

"I think it's a bitter pill for the labour force to have to swallow after two years where they've been exhorted to increase their productivity.
"They've done that, they've improved quality, only to find out at the end of that they get a slap in the face."
'Small grace'
The Coventry and Warwickshire Chamber of Commerce said it was a blow, but many Peugeot components were already made outside the UK.
"The one small grace in this is that the ripple effect on the whole economy will not be as severe as might be expected," spokesman Alan Durham said.
Trade and Industry Secretary Alan Johnson said the decision was a commercial matter for Peugeot, but he was disappointed, especially as the workforce had delivered quality and productivity improvements in recent years.
The DTI recently offered a �14.4m grant towards the cost of developing the plant so it could deal with more than one model, he added.
Coventry City Council said it and Warwickshire County Council had been working with the company to make the plant sustainable.
It said it was disappointing it had not been able to convince Peugeot it had a production future in the area.
In 2004, up to 1,000 jobs were lost in Coventry when Jaguar moved production to Birmingham.

Peugeot says it could no longer justify producing the 206 in the UK
The decision to close Peugeot's factory in Ryton next year has dealt yet another blow to Britain's car industry.
But the resulting job losses - including 2,300 Peugeot workers and up to three times that in the West Midlands's supply industry - had been widely expected.
"In a way, it is surprising it has lasted so long," observes Jay Nagley, automotive analyst with the Spyder Automotive consultancy.
"There was no justification for the UK factory."
Two months ago, the UK government was involved in talks aimed at securing the plant's future, though it seems few, if any, expected the world's sixth-largest automotive group, PSA Peugeot Citroen, to go on making cars at the Ryton plant once the Peugeot 206 model reached the end of its life.
Peugeot blamed "high production and logistical costs" for its decision.
Nevertheless, although its successor, the 207, was unveiled at the Geneva motor show in February and is due to hit the road this spring, the 206 model will not be ditched just yet.
The popular 206 has already clocked up sales of more than five million vehicles since it was unveiled seven years ago. Peugeot is expected to cut the price of the model sharply and market it as a cheap car for Eastern European drivers.
Some had hoped that this would have enabled the French car maker to keep up production in the Midlands until 2008 or 2009.
Heading east
Peugeot's decision came soon after the car maker reported a sharp fall in profits, along with a warning that earnings would remain weak during the first six months of 2006.
Last year, PSA's operating income fell to below 2bn euros (�2.8bn) from 2.5bn a year earlier. Net profits fell to 1bn euros from 1.65bn euros in 2004.
Hence, the company's desire to cut costs might have pushed forward the closure of the Ryton factory, though strained industrial relations may also have played a part, observers say.
Last year, 60% of the Peugeot workers rejected plans for a fifth weekday shift on Fridays.
Unions have condemned Peugeot's decision to shut up shop, with Amicus general secretary Derek Simpson insisting that lay-offs on this scale would be "inconceivable" in France where workers enjoy stronger labour laws.
The harsh reality, however, is that even Peugeot's French workers face an uncertain future.
The way the 206 model is set to live on in Eastern European factories is in line with the car maker's strategy to shift production to countries where labour costs are lower than in Britain and the rest of the European Union, Mr Nagley observes.
The 207 model is already being produced in Slovakia, for example.
Healthy industry
Britain's car industry has suffered a string of setbacks in recent months, most notably the collapse of MG Rover last spring when up to 10,000 people at the company and its suppliers lost their jobs.
In addition, the Ford Motor subsidiary Jaguar closed its Browns Lane factory.
"When the Jaguar factory closed, everyone thought 'what's next'," says Mr Nagley.
But with Peugeot's pull-out, "we're down to generally efficient car factories" he says, and as such there are no reasons to fear further major closures. tvsexs homosexuell

The government wants 200 academies in place by 2010
A teachers' conference has condemned what it claims is "sleaze and cronyism" surrounding the city academies scheme.
Cheers erupted when a delegate at the National Union of Teachers conference said if crimes had been committed "the entire sleazy crew" should be jailed.
The union sees the government's plan to have 200 academies in England by 2010 as a threat to the future of state education and the comprehensive ideal.
Ministers say academies are driving up standards in education in England.
In the NUT debate, in Torquay, numerous delegates referred to the allegations that the Labour Party has offered peerages in return for loans and for sponsoring its academies - which police are investigating.
Brent teacher Hank Roberts said people committing crimes should be jailed.
"If any crimes have been committed, please jail the entire sleazy crew," he said
- Tony Blair included.
"Cronyism is not a democratic way to run a country."
Persuasion
Lambeth teacher Sara Tomlinson said her primary school recently had faced the "threat" of becoming part of an academy for children aged three to 19.
"The offer of a brand new school to replace a crumbling building is a tempting one," she said.
"But we beat off the academy threat for good," she said, to applause.
They had persuaded parents it was not right to go from a school controlled by the local authority and paid for by tax payers, to a situation in which a millionaire took over the land and had the right to control the governing body.
"My message to these millionaires is: we won't try and sell you used cars, you shouldn't try and run our schools."
Others referred to what they saw as "blackmail" - whereby local authorities were offered money for new school buildings, but only if they agreed to open academies.
'Failing?'
Earlier on Monday Education Minister Bill Rammell said results were improving fast in academies "where all else has failed, where for generations children have been denied the opportunities that they should have".
But the idea that academies replace struggling schools was challenged at the NUT conference by a teacher from Haggerston girls' school in the inner London borough of Hackney, Kate Ford.
Her school's governors had proposed that it should become a city academy, she said.
"Were we a failing inner city school? Well actually no," she said.
Last year 54% of pupils had achieved top GCSE grades - in line with the national average, but in an area of high deprivation, with more than half the pupils entitled to free school meals.
Strike call
For putting in about �2m, sponsors get a controlling say in the running of an academy - while the government puts in typically �20m - �25m capital and pays the running costs.
Ms Ford said her school's site was worth an estimated �90m.
"You can get control of that under the city academy programme for �2m," she said, "and you get a knighthood thrown in."
Determined campaigning, involving parents, had fought off the academy proposal but a national campaign was needed, she said - including strike action - "to defend our schools".
The conference backed a resolution which rejected academies as an effective policy for education in socially disadvantaged areas.
It instructed the union's leadership to campaign vigorously for an end to the academies programme and to consult on and publicise alternative policies.

Loans appeared to be the most popular method of borrowing
Almost two million people in the UK owe more than �10,000 on credit cards, overdrafts or other unsecured loans, a survey has suggested.
About 500,000 owe more than �20,000, the survey for debt consultants One Advice found.
About half of those owing �10,000 had taken out loans, about 350,000 had used credit cards, and 83,000 overdrafts. Others owed family and friends money.
GfK NOP conducted 1,910 interviews in February and March.
Most personal borrowing in the UK is in the form of mortgages, where the loan is secured on the property.
But this survey found many people are running up big unsecured debts too.
People aged between 35 and 44 were most likely to have run up significant debts, with around 650,000 people in this age group owing more than �10,000.

But more than 200,000 18 to 24-year-olds also owed at least �10,000 - about one out of 20 people in that age group.

said Chris Holmes, chief executive of One Advice.
"Those caught in this situation need to take action otherwise it is likely that they will fall further into debt."
IVAs
Last year, about 70,000 people in England and Wales became insolvent - for most, this means being declared bankrupt which can make it difficult to borrow money in future.
However, an increasing number of people are reaching deals with their creditors called individual voluntary arrangements, which involves a partial repayment.
Earlier this month, the government announced it was providing �45m to employ 500 independent debt advisers over the next two years.
The money will be used to help people in England and Wales gain personal advice on how to cope with their debts.

Three others were injured when the device exploded on a road
A British officer killed in Iraq felt troops were "making a difference, little by little, his father has said.
Brigadier John Palmer said the vast majority of Iraqis were better off because of people like his son, Lieutenant Richard Palmer, 27.
The Royal Scots Dragoon Guards soldier, from Ware, Hertfordshire, was the 104th UK military fatality of the conflict.
He died on Saturday when his patrol vehicle was caught in an explosion near Ad Dayr, north-west of Basra.
'Worthwhile' job
Brig Palmer said his son had no doubts about his role. He said: "He still believed that what they were doing, they were doing it very professionally and that they were, little by little, making a difference for the majority of the Iraqi population.

He described his son as "a much loved son, grandson, brother, uncle and boyfriend, with a huge number of very good friends".

Lt Palmer's commanding officer said the regiment had lost a "great ambassador, a splendid soldier and a fine friend".
The officer was "an intelligent, charming, talented yet incredibly modest individual", said Lieutenant Colonel Ben Edwards.
"Despite having only served with the regiment for just under two years, he was widely regarded by soldier and officer alike as a star of the future," he said.
"Individuals such as Richard have made a tangible difference to the future of the people of Iraq.
"On a daily basis they put their lives at risk as they endeavour to improve the security situation within the country."
Three of his colleagues were slightly injured in the attack.
The soldiers were taking part in a joint patrol with the Iraqi Army at the time.
Troop reduction
The death comes after a suicide bomb attack on Friday close to the British logistics base at Shaibah, near Basra, in which four soldiers suffered minor injuries.
The last British soldiers to die in Iraq were Captain Richard Holmes and Private Lee Ellis, both from 2nd Battalion The Parachute Regiment and attached to the Royal Scots Dragoon Guards.
They were part of a routine patrol that was targeted by a roadside bomb on the outskirts of Amara, southern Iraq, on 28 February.

The number of early-release prisoners reoffending is "tiny", according to the chief inspector of probation - a comment which has prompted anger.
Andrew Bridges said the 100 prisoners who committed "serious" crimes while on licence was a small percentage of the 20,000 offenders under supervision.
His comments were criticised by the mother of a woman who was killed by a sex attacker while on parole.
Verna Bryant said "every week" someone seemed to reoffend during parole.
To be classified as "serious", offences while on licence must involve violent or sexual crime that could attract a prison sentence of at least 14 years.
Mrs Bryant said she felt "a life sentence should be a life sentence", adding that authorities should ensure offenders were "looked after" in custody because they were "obviously very ill".

Her daughter - Naomi Bryant, 40 - was strangled and stabbed to death by Anthony Rice at her home in Winchester, Hampshire, last August just days after they met.
Rice had been released from prison nine months earlier after serving 16 years for rape, indecent assault and actual bodily harm.
He was staying on licence at a charity-run hostel near Winchester when the killing took place.
Mr Bridges' latest comments came after he published his findings concerning the case of Damien Hanson, who was on probation when he stabbed financier John Monckton to death.
The attack took place during a burglary at the Monckton family home in Chelsea, west London, in November 2004.
The report, published in February, concluded there were "serious deficiencies" in the way Hanson had been released halfway through a 12-year sentence for attempted murder.
'Serious' risk
Mr Bridges told the Guardian that overall figures did not suggest that the system was failing.
"Every one of the 100 is bound to be experienced as an extremely distressing failure and it would be wrong to play it down," he said.
"But when one is saying 'surely probation can stop people from doing this?', you have to know that of those 100 offences about 20 will have been committed from the 15,000 who were assessed as high or very high risk."
A report on the murder of Miss Bryant, who was sentenced to life at Winchester Crown Court after pleading guilty, is due to be published by Mr Bridges soon.

Alison Davies and her son Ryan were last seen on Tuesday
The body of a boy recovered from the River Humber has been confirmed as that of missing 12-year-old Ryan Davies.
Ryan, who was autistic and had a mental age of seven, went missing from Marple near Stockport with his 40-year-old mother Alison on 11 April.
Ms Davies, who suffers from depression, is still missing.
Police said she may have travelled to Hull with the intention of harming herself and urged anyone who may have seen her to contact police immediately.

The Coastguard recovered Ryan's body from the river at Swinefleet Haven, near Goole, East Yorkshire after being alerted by the skipper of a pleasure boat on Sunday.
Police said Ms Davies, who is not thought to have had medication for her depression with her, may have left the side of the Humber Bridge with her son.
Police helicopter and lifeboat searches of the River Humber were carried out on Monday afternoon but did not find anything.
CCTV has been recovered from the bridge and officers are examining images of an incident on the walkway on 12 April, one day after the pair were last seen at Ms Davies' mother's house more than 70 miles away.

But they said they were keeping an open mind as to whether the incident was connected to Ryan's death.
Det Supt Colin Andrews, of Humberside Police, said they were desperate to find Ms Davies who has friends in the city and used to live there herself.
"We do not believe Alison had visited Hull for some time but we need to speak to anyone in the area who may have had contact with her recently," he said.
"We must also establish how Alison and Ryan got to Hull and so I would appeal to bus and taxi drivers in the city to think back to last week - do you recall taking a woman and her son to the Humber Bridge?
"Given what has happened to Ryan we are concerned for Alison's safety and as time passes that concern grows and the likelihood of finding her alive and well reduces significantly.
"If she is still alive I would urge Alison to contact police as a matter of urgency."
Ms Davies is described as white, 5ft 4in tall and of slim build. She has shoulder-length brown hair.

Ministers dismissed the BNP threat
The main political parties have played down the threat posed by the British National Party after research suggested 25% of people "might vote" for the BNP.
Anger has led people to consider voting for the far-right party in next month's local elections in England, said the
Joseph Rowntree Charitable Trust.
The BNP said the report showed people's frustration in multi-cultural Britain.
But the main parties have played down fears, with ministers saying an upsurge in BNP support would be a protest vote.
Home Office minister Andy Burnham dismissed the likelihood of the BNP becoming a stronger electoral force.
"They pose a very localised threat and I am worried that if we give them too much coverage, it can back up the notion that they are a potent protest vote."

Liberal Democrat President Simon Hughes said the main parties had only themselves to blame because successive Tory and Labour governments had failed to provide enough affordable housing.
The report echoes fears by Employment Minister Margaret Hodge that voters may be tempted by the BNP in May's local elections in England.
It revealed "underlying support" for the BNP rather than voting intentions, said one of the authors, Professor Peter John of Manchester University.
"It is not what party you will vote for, but who you might vote for," he told BBC Radio 4's Today programme.
Deportation
Prof John also said the far-right party tended to have more support in predominantly white, working class areas.
"They feel their voices have not been heard," he said.
The BNP has courted controversy over its policies, which include a total ban on immigration, and the forced deportation of illegal immigrants from the UK.

In the 2005 general election, the party raised its total number of votes by
0.5% to gain 0.7% - or 192,850 votes.
BNP spokesman Phil Edwards said the Rowntree report reflected unease among voters about Britain's shift towards a multi-cultural society.
"That does add quite a lot of tensions and stresses," Mr Edwards said.
"What we are trying to do is preserve the traditional culture and identity of Britain," he added.
The BNP has said it is putting up more candidates than ever before - 356 - for May's local elections.
The report, prepared by the Democratic Audit and funded by the Joseph Rowntree Charitable Trust, social policy research group, is due to be published next week.

One teenager has died and two others are seriously ill after taking
painkillers, police have said.
The youths, aged between 17 and 19, were found in the Spondon area of Derby, a spokesman confirmed.
They are believed to have taken morphine sulphate, a painkilling drug also known as MST, found at the home of one of the youths still in hospital.
It has not yet been indicated whether the drugs were prescription, or had been obtained illegally.

Dr John Sentamu baptises Emily Swiatek in York
The Archbishop of York has immersed four people in a pool of water during open-air Easter baptisms.
Archbishop John Sentamu conducted the ceremony in a specially erected pool in a service watched by 300 people.
The Archbishop stood knee deep in water and immersed each of the adults outside the York church St Michael-le-Belfrey.
The four members of the congregation were greeted with applause and cheered before being offered towels when they emerged from the inflatable pool.
Church officials said the service symbolised death by drowning as the adults went under the water.
'Amazing congregation'
They were then re-united with Jesus Christ in his resurrection when they emerged.
Dr Sentamu said: "It's a matter of life and death - that serious."
One of those baptised and confirmed at the Easter morning service was 19-year-old Emily Swiatek, from Derby.
"It's been fantastic," she said.
"It's an amazing congregation here, I felt so welcomed into the church.

Wreaths have been laid in commemoration of those killed
Tens of thousands of people have attended a parade in Dublin commemorating the 1916 Easter Rising against British rule.
The Easter Sunday parade, which features 2,500 military personnel, is the first in Dublin for 37 years.
Wreaths have been laid and a minute's silence was held in commemoration of all civilian and military personnel, including the British, killed in 1916.
Irish premier Bertie Ahern and President Mary McAleese attended.
Mr Ahern said the commemorations would give an opportunity for "remembrance, reconciliation and renewal".
He said those participating would "fittingly commemorate the patriotism and vision of those who set in train an unstoppable process" which led to Ireland's political independence.
The ceremony marked the start of events in the Irish Republic to commemorate the rising.
Military personnel, some saluting atop tanks and others marching with fixed bayonets, paraded past the bullet-scarred spot where rebels mounted the rebellion.
The streets along the route were lined by tens of thousands of spectators, while hundreds of thousands more watched live on television.

Mr Ahern laid a wreath in Kilmainham Jail as a mark of respect to the men executed after the revolt.
Heavy fighting took place in central Dublin in 1916
The BBC's James Helm in Dublin said the parade had stirred up debate about the revolt and how Dublin should mark its anniversary.
In the early 1970s, during the Troubles, the military parades were stopped and official commemorations became more low key.
The 1916 Easter Rising saw Irish rebels attempt to seize the capital from British imperial forces.
British troops put down the rebellion and many of its ringleaders were captured and executed.

Mr Felice's statement
A man has been shot dead by police at a vehicle checkpoint in Ballynahinch, County Down.
A police spokesman said a number of shots were fired at a car in Church Street at about 1130 BST on Sunday.
It is understood the dead man had been driving the vehicle. Three men and two women who were also in the car have been arrested.
The Police Ombudsman's senior director of investigations, Justin Felice, has launched an inquiry into the incident.
Mr Felice said his investigators had taken "control of the scene and would examine all the circumstances leading up to this incident".

The Gospel is human words backed by divine energy, says Dr Williams

White working class voters are being "tempted" by the British National Party as they feel Labour is not listening to their concerns, a minister has said.
Employment minister Margaret Hodge said the BNP could win seats in her Barking constituency in May's council polls.
She said the area's "difficult" change from a white area to a multi-racial community had caused some people to seek out "scapegoats".

"If we are to counter that perception - which the BNP seek to exploit and Migrationwatch fans - if we are to counter that we need to go out and we need to engage in a very direct way with all our voters."
The Sunday Telegraph reported that Mrs Hodge said many constituents were angry at the lack of housing and asylum seekers being housed in the area by inner London councils.
Mrs Hodge told the paper she has been out campaigning two days a week in an attempt to counter the BNP efforts.
She has found that as many as eight out of 10 white families admit they are tempted to vote BNP.
"That's something we have never seen before, in all my years. Even when people voted BNP they used to be ashamed to vote BNP," she said.
Immigration debate
The BNP said the party had been demonised by the "far left" for talking about immigration.
BNP spokesman Dr Phil Edwards said: "People are being tempted by the BNP because Labour and the Tories don't have any inclination to debate the effect of mass immigration on communities in Britain.
He went on: "In a democracy we should have all opinions. We should debate whether mass immigration is a good thing."
The BNP said Labour was "culpable, it's mainly their fault that people in places like Dagenham and Barking have become so alienated."

British troop numbers in Iraq are to be reduced
A British soldier has died from injuries after an improvised device exploded near Basra in southern Iraq, the Ministry of Defence has said.
The soldier, the 104th UK military fatality of the conflict, was a member of the Royal Scots Dragoon Guards.
Three of his colleagues were slightly injured by the roadside bomb.
The dead man's immediate next of kin have been informed and have requested his name be withheld until the wider family has been consulted.
"I was deeply saddened to hear of this incident; my thoughts and sympathies are with the families of all those concerned at this difficult time," said Armed Forces Minister Adam Ingram.

The device exploded near a patrol north west of Basra on Saturday.
It comes after a suicide bomb attack on Friday close to the British logistics base at Shaibah, near Basra, in which four soldiers were treated for minor injuries.
The last British soldiers to die in Iraq were Captain Richard Holmes and Private Lee Ellis, both from 2nd Battalion The Parachute Regiment and attached to the Royal Scots Dragoon Guards.
They were part of a routine patrol that was targeted by a roadside bomb on the outskirts of Amara, southern Iraq, on 28 February.

Mr Boudhiba is accused of having links to the 9/11 plot
A suspected al-Qaeda fundraiser has been extradited to Spain from the UK.
Hedi Ben Youssef Boudhiba, alleged to have links to the planning of the 11 September attacks, was held in August 2004 at Liverpool John Lennon Airport.
Scotland Yard's Extradition Unit handed the Tunisian citizen over to the Spanish authorities at RAF Northolt.
The High Court rejected lawyers' attempts to block the extradition on the grounds that it would be unjust or oppressive if he was sent back.
A European arrest warrant was issued after Mr Boudhiba was indicted by Spanish anti-terror judge Balthazar Garzon as a member of a Spanish cell which allegedly supplied false documents to 9/11 plotters in Germany.
'Legally flawed'
The extradition was ordered in June 2005 by Bow Street Magistrates' Court.
Mr Boudhiba's lawyers appealed against the decision on the grounds that Spain had no jurisdiction over acts said to have taken place outside its borders.
They also said medical reports suggested he had a mental age of eight.
However, the judge, Lady Justice Smith, rejected the assertions the request was "legally flawed".
She ruled there was a "connection" between Mr Boudhiba's alleged conduct and Spain, and said it was a "civilised country" and the appropriate place to decide if he was fit for trial. xxx runk

Consumer societies: Good for business or bad for the planet?
The UK is about to run out of its own natural resources and become dependent on supplies from abroad, a report says.
A study by the New Economics Foundation (Nef) and the Open University says 16 April is the day when the nation goes into "ecological debt" this year.
It warns if annual global consumption levels matched the UK's, it would take 3.1 Earths to meet the demand.
But bio-geography professor Philip Stott criticised the "doomsday report", arguing it would hit poorer nations.
"What we tend to have - not just with this report but alternative reports on the other side - are two theological positions," said Prof Stott, of London University.
"This one is the kind of Doomsday report - on the other hand the total free-traders are far too optimistic."
He went on: "If we did follow this report for example the damage to the Third World would be very great indeed because of course trade is the main dynamo of growth."
In 1961, the symbolic "ecological debt day" was 9 July; in 1981, it had shifted forward two months to 14 May.
The authors of the UK Interdependence Report hope to highlight the need to curb rising consumption levels.
'Eyes bigger than planet'
Nef policy director Andrew Simms says this year's debt day shows that the UK's growing demand for goods and services is having an impact on the rest of the world.

"On one level, there is absolutely nothing wrong with importing goods and services, but our eyes are bigger than the planet.
"The problem is that we want to have our planet and eat it and not think about the consequences," Mr Simms said.
The findings are based on the concept of "ecological footprints", a system of measuring how much land and water a human population needs to produce the resources it consumes and absorb the resulting waste.
The report, produced by Nef and the Open University's geography department, uses a number of examples that it says illustrate how resources are being wasted, including:In 2004, the UK exported 1,500 tonnes of fresh potatoes to Germany, and imported 1,500 tonnes of the same product from the same countryImported 465 tonnes of gingerbread, but exported 460 tonnes of the same produceSent 10,200 tonnes of milk and cream to France, yet imported 9,900 tonnes of the dairy goods from France
The authors say this shows how current trade systems are inefficient at a time when there is concern over energy supplies and greenhouse gas emissions.
"If you do not have the right signals within the economy to tell you when you are doing something very environmentally wasteful, then you cannot expect it to stop," says Mr Simms, the report's lead author.
"Lifestyles in Britain are becoming increasingly unsustainable and are placing an ever larger burden on the global environmental system."
The UK's food self-sufficiency has been falling steadily for more than a decade, and indigenous food production is now said to be at its lowest level for half a century.
In 2004, the UK lost its energy independent status when it became a net importer of gas following lower returns from the North Sea fields.
At a global level, the world is also living beyond ecosystems' ability to supply the resources and absorb the demands being placed upon them.
This year's ecological debt day for the world is 23 October.
In the future, it is expected to be even earlier as emerging economies, such as China and India, demand more resources to meet changing lifestyles.
"The earlier it creeps in the year, the more you are permanently running down the Earth's environmental capital.
"The problem is that we are not clever enough to know at what point we will see a crash within eco-systems," Mr Simms told the BBC News website.
"While you are not living within the planet's limits and are eroding ecosystems, and the earlier the ecological day falls in the year, the greater the risk of a system crash."
Mr Simms said developed nations had a responsibility to share their experience and knowledge with developing nations in order to limit the impact on the environment.
However, he added, despite the sharp rise in economic growth in the emerging economies, their consumption levels were still far behind developed nations.

Steve Bettison, from the free-market think tank, Adam Smith Institute, described the report as "an interesting concept" but questioned its findings on market inefficiencies.

Dame Muriel was born in Scotland
Novelist Dame Muriel Spark, who wrote the classic The Prime of Miss Jean Brodie, has died in Tuscany where she had made her home.
The Scottish-born writer, who was 88,

Dr Gavin Wallace, head of literature at the Scottish Arts Council, said Dame Muriel's death was "an ineffably sad and deep loss to our literature".
He added: "Her achievement and influence as Scotland's, if not the UK's, greatest novelist have been so vast and far-reaching that in an odd way she seemed to be an immutable part of the cultural landscape.
"I wrote to her only two weeks ago with the good news that we had secured the first Muriel Spark international literary fellowship, a new post to which she graciously gave her name."
Scottish Culture Minister Patricia Ferguson said: "Dame Muriel Spark was a great Scottish woman who brought pleasure to readers all over the world.
"She led a fascinating life, producing work over more than half a century which has transcended generations and entertained millions."

Collapsed scaffolding at the Milton Keynes building site
A worker who was injured when scaffolding collapsed at a building site has died in hospital.
The 49-year-old man, who has not been named, was one of three people injured at the site of the new Jurys Inn Hotel, in Milton Keynes on Tuesday.
A Thames Valley Police spokesman said the man died in Friday evening at Milton Keynes General Hospital.
"The coroner has been informed and a post mortem examination will take place," he added.
The HSE is investigating the circumstances behind the incident in which 14 storeys of scaffolding collapsed on the site.
Up to 200 workmen were at the Witan Gate site but many were on a lunch break when the structure came crashing down.
A new Jurys Inn Hotel, due to open in June, and homes were being built. All building work has stopped and police are treating the site as a crime scene.

No shots were fired in the mission
Briton Norman Kember and his Canadian colleagues James Loney and Harmeet Singh Sooden
were freed after a multinational military raid acting on information provided by a detainee, the US military says.
The rescue was completed without any shots being fired and with no kidnappers present, suggesting the operation was carefully planned and carried out.
Although rescue experts began work as soon as the three men were captured, the operation sped up in the last few weeks, BBC Security Correspondent Gordon Corera said.
A split occurred between the hostage takers motivated by politics and ideology versus those motivated by money.

When a money-motivated captor was himself captured by US security forces in Iraq on Wednesday night, rescuers were able to find the Baghdad location where the men were held.
"We moved to the location in western Baghdad that was reported for the location of the Christian Peacemaker Team," said Maj Gen Rick Lynch.
"We conducted an assault on the house and inside the house we found the three hostages, in good condition.
"There were no kidnappers there at the time. The three hostages were by themselves."
The hostages were bound, he said.
Hostage James Loney reportedly confirmed that one person had led the forces to where they were held.
In a telephone conversation with a friend, Mr Loney is said to have described the kidnappers as a criminal gang.
And, according to the Toronto Star, he told his brother of the moment he, Mr Sooden and Mr Kember were freed: "The door came crashing in and gentlemen with British accents basically unshackled him (Norman Kember) and escorted him out."
Gen Lynch described the men thought to be responsible as "a kidnapping cell that has been robust over the last several months in conducting these kind of kidnappings".
Textbook operation
Multinational special forces, police negotiators and Iraqi intermediaries were understood to have taken part in the rescue, said the BBC's security correspondent Frank Gardner.
He described it was a textbook operation, our correspondent says.
The mission was spearheaded by British troops with the participation of forces from other coalition countries in Iraq.
"This was several weeks in the planning.
It was an operation that was rolling, in a sense that it went on for some time," said the UK's Defence Secretary John Reid.
The multinational team included representatives from the Royal Canadian Mounted Police.
One of the hostages - American Tom Fox - was killed in captivity
"Other agencies from Canada - they did a terrific job with us as well as the Americans," UK Foreign Secretary Jack Straw said.
The foreign secretary said civilians had been involved in the operation "in the background".
Announcing the hostage release in London, Mr Straw said: "Mercifully no shots were fired."
This was clearly a major success for the British-led force, according to the BBC's defence correspondent Rob Watson.
Although foreign hostages have been freed in Iraq before, most were released as the result of secret negotiations, many involving the payment of ransom money.
But the body of the fourth member of the Christian Peacemaker Teams - US hostage Tom Fox - was found dumped in Baghdad nearly two weeks ago.
Kidnap victims
At least about 43 foreigners are still being held in Iraq.
And it is thought some 10 to 30 Iraqis are kidnapped every day - most of them for ransom.
Overall at least 280 foreigners have been taken hostage since the US-led invasion - about 50 of them have been killed by their captors.

Kember said he found the kidnapping "unreal"

Peace campaigner Norman Kember has given an emotional account of his ordeal as a hostage in Iraq.
Mr Kember, 74, of Pinner in north west London, was held in Baghdad for four months before his rescue on 23 March.
In his first in-depth interview since then, he told BBC Radio 4's Taking a Stand he had contemplated suicide.
And he wept as he recalled that British special forces asked for "Mr Kember" when they rescued him and his two Canadian colleagues in Baghdad.
American peace worker Tom Fox, 54, was killed weeks before the rescue. When asked about his fellow hostage, Mr Kember said he was a "remarkable man".
And, admitting that he considered taking his own life, the Christian peacekeeper said: "When you are really depressed you think of suicide but there are not the means to do so."
'Not frightened'
Mr Kember told the BBC's Feargal Keane how the kidnap of the four men - himself, Mr Fox and Canadians James Loney, 41, and Harmeet Singh Sooden, 32 - began.
"We got in our car, the four of us with a driver and a translator, and we were just driving out towards the main road when a car stopped in front of us."

He said "out popped four men with guns, pushed out the driver and the translator and took over the car and told Jim to lie on the floor and pointed guns at us, and off we were driven.
"It was sort of an odd feeling, 'Is this actually happening to me?' It seemed unreal. I do not think I was frightened. It was just unreal, 'This is what a kidnap is all about'.
"They drove us not very far but tried to throw us off the scent - where we were - by driving round the block three or four times. I remember seeing the same boys playing football twice."
He said they were then "driven through a big iron gate and into a fairly secure house. We were taken in, sat down, and we were handcuffed fairly soon after that.
"We were sat as a row, either four of us or three of us, handcuffed together, and that is where we sat for about 12 hours a day."
'Grateful'
Mr Kember said they were kept in a room with a window that was closed, except in the morning
when one of their captors would "open the window a bit to let some fresh air in.
"Then we would see a bit of sunlight, but of course the windows had bars on the outside.
His voice breaking with emotion, he spoke of the moment his rescuers arrived.
"We had this sort of futon thing on the floor, and we were lying there, and suddenly we heard noise outside and then somebody calling out and then the breaking of glass and then up the stairs came these SAS gents," he said.
Norman Kember was held for 117 days
"It's unbelievable because it was so sudden and first of all, because they were British, they wanted to know if 'Mr Kember' was there, and I said, 'Yes' and then they said, because I was the person at that stage chained to the door, 'This is a bolt-cutter job,' so they went down and cut the padlock and released me."
Mr Kember said he "continues to thank" his rescuers.
"They were brave. I disagree with their profession, but it is ironic isn't it - you go as a peace activist and you are rescued by the SAS, which is perhaps the most violent of all the British forces.
"Anyway I am grateful to them. I met one of them by chance on the way out of Baghdad and he was quite happy to chat to me and I was happy to chat to him."
Mr Kember, whose voice also cracked with emotion when asked about his reunion with his wife, said he had "asked for forgiveness" and she was "kind".

Karl Bushby has 10 days to lodge an appeal
A British explorer who has spent the last seven-and-a-half years on a quest to walk around the world is to be expelled from Russia.
Ex-paratrooper Karl Bushby, 36, from Hull, was fined by a Russian court for entering the country without paperwork.
Mr Bushby and fellow explorer Dimitri Kieffer arrived near the unauthorised entry point of Uelen on 2 April having crossed the Bering Strait from Alaska.
His father Keith said the court had "knocked his legs away from under him".

He said his son was bitterly disappointed by the court's decision.
He said entering Russia at an unauthorised point had been the explorers' only option given their route.
His son is part-way through 12-year record-breaking bid to walk around the world, known as the Goliath expedition.
He said the pair had tried to speak to the relevant authorities to no avail ahead of the "window" to cross the frozen strait.
He said of his son: "He's just shocked. I don't think it's really sunk it yet."
Although the pair had valid business visas they were accused of not completing proper formalities on arrival.
Mr Bushby and American Dimitri Kieffer were later detained by border guards and moved to the village of Lavrentiya.
They have 10 days to lodge an appeal.

The pair are staying with a local priest in Lavrentiya, about 500 miles north-east of the Chukota provincial capital, Anadyr, but have been told they must not leave the village.
BBC Moscow correspondent Steve Rosenburg said the pair were likely to be deported in days.
The real question now is whether Mr Bushby would be allowed to return to Russia, said our correspondent.
"The British embassy hopes that Karl will be allowed to return to Russia at some point to continue his walk," he said.
Mr Bushby began his journey near the southern tip of South America, in the Chilean town of Punta Arenas.
He then walked north through South America, Central and North America, crossing from Alaska into Siberia via the frozen Arctic waters of the Chukchi Sea (north of the Bering Straits).

The protesters climbed about 40ft up the abbey
Two fathers' rights campaigners who scaled Westminster Abbey in an Easter protest have been persuaded to climb down by Ann Widdecombe MP.

A man has been charged with the manslaughter of a police officer who died in a patrol car crash.
Pc Joe Carroll, 46, died early on Thursday morning when the car left the A69 near Corbridge, Northumberland.
Steven Graham, 40, of Sandhurst Military Academy, was arrested after the crash and will appear before magistrates on Saturday.

The MoD were unable to confirm precise details of the incident
Two British soldiers have suffered minor injuries in Afghanistan, the Ministry of Defence (MoD) has said.
A spokeswoman said the pair, and a local person, were hurt in an incident in Lashka Gar, the Helmand provincial capital, in the south of the country.
Local authorities have confirmed that a suicide car bomber drove into a military convoy.
Meanwhile, four soldiers were injured in an incident involving an explosion in Shaibah, in southern Iraq.
This incident happened near the Shaibah logistics base, just outside Basra.
Squadron Leader Al Green, spokesman for British forces in Basra, said: "As far as I know they are fine, they are being treated in Shaibah British Military Hospital on Shaibah logistics base."
Investigation
Meanwhile, an investigation has been launched into the latest attack in Afghanistan, which reportedly took place near the provincial reconstruction team (PFT) base, run by British personnel.
A spokesman for the governor of Helmand Province told the BBC that it was a suicide bomb attack.
And Capt Drew Gibson, a spokesman for British forces in southern Afghanistan, said the attack was carried out "with a vehicle-borne improvised explosive device".
It was the 17th attempted suicide attack on Nato forces since the beginning of the year, but the first on British soldiers.
Taleban militants have recently stepped up suicide bombings against coalition forces, particularly in the south.
Patrol fears
Friday's blast also comes a week after UK troops escaped another attack near the Lashka Gar base.
Helmand is known to be a centre for the opium trade and still has a Taleban presence.
BBC Defence Correspondent Paul Wood said there were fears that the latest attack could stop British troops conducting foot patrols.
However, he said that he had spoken to an officer serving in Afghanistan who had made it clear that "their commitment to getting out and meeting people has not been affected by this incident".

The UK's own carbon emissions have gone up recently
The world is likely to suffer a temperature rise of more than 3C, the government's chief scientist warned.
That would put up to 400 million people worldwide at risk of hunger, said Professor Sir David King in a report based on computer predictions.
He told the BBC the world had to act now to tackle global warming expected to happen over the next 100 years.
He said even if international agreement could be reached on limiting emissions, climate change was inevitable.
The UK Government and the EU want to stabilise the climate at an increase of no more than 2C, but the US refuses to cut emissions and those of India and China are rising quickly.
The government report says a 3C rise would cause a drop worldwide of between 20 and 400 million tonnes in cereal crops and put about 400 million more people at risk of hunger.

Professor King told BBC Radio 4's Today Programme: "We don't have to succumb to a state of despondency where we say that there is nothing we can do so let's just carry on living as per usual.

In a report for the UK's prestigious Hadley Centre he warned that even if international agreement could be reached on limiting emissions - for CO2 at 550 parts per million in the atmosphere - this could result in an increase of 3C or more.
The government's ambition to cut CO2 by 60% by 2050 was founded on a report from the Royal Commission on Environmental Pollution that assumed 550ppm was a safe level.
But to hold temperature rise below 2C with a high degree of certainty global levels of CO2 should be kept below 400ppm, the Hadley Centre says.
Scientists admit the Earth's mechanisms are so complicated their calculations are uncertain.
The Institute for Public Policy Research (IPPR) has criticised Professor King for accepting global temperatures could rise above 2C.
Friends of the Earth director Tony Juniper said: "It is technologically possible to significantly reduce our emissions and deliver 2C - Professor King should be pressing for government polices to deliver on this rather than accepting the current lack of political will and talking of 3 degrees as an inevitability."
So far, the US, the world's largest emitter of greenhouse gases, has been unwilling to debate a CO2 threshold.

The soldiers were airlifted to a military medical facility
Three British soldiers have been injured in an explosion in southern Afghanistan, according to the Ministry of Defence.
Two were seriously injured in the blast, which happened on Monday in the Helmand Province, while the MoD said the third was "walking wounded".

The operation is one of the biggest in recent years
A major military operation has been taking place in eastern Afghanistan against suspected insurgent positions.
Some 2,500 US, British and Afghan troops have been taking part in Operation Mountain Lion, which was launched on Wednesday.
The Afghan defence ministry says it is the biggest joint operation since the Taleban were driven from power in 2001.
A ministry spokesman told the BBC that Afghans had for the first time taken front-line ground positions.
Gen Zahir Azimi said there had been no Afghan or coalition casualties.
"The troops have not faced any major resistance so far," he said.
On Wednesday, six insurgents were reported killed.
Increased attacks
The operation is taking place in Kunar province, on Afghanistan's north-eastern border with Pakistan, where the Taleban and forces loyal to the anti-government warlord Gulbuddin Hekmatyar are active.

Seven ambulances were called to the scene
Three people have been found dead in a house in east London.
Scotland Yard said one adult and two children were discovered at the terraced property in Alderman Avenue, Barking, on Thursday afternoon.
Two women were rescued from the building and taken to hospital where they are in a critical condition.
Police are understood to be investigating the possibility that the deaths were caused by a faulty boiler. One man has been arrested.
Seven ambulance crews, an air ambulance and a fast response car with paramedic crew were called to the scene at 1340 GMT.
An ambulance spokeswoman said the women rescued from the house were treated for breathing difficulties at the scene.
The arrested man is being held in custody at an east London police station.

Flt Lt Dr Malcolm Kendall-Smith was based at RAF Kinloss in Scotland
An RAF doctor who refused to serve in Iraq has been sentenced to eight months in jail and dismissed from the service.
Flt Lt Malcolm Kendall-Smith, 37, was found guilty of five charges of disobeying orders after he refused to go to Basra last June.
He claimed his actions were justified as the UK involvement was illegal.
But a court martial panel agreed with prosecution lawyers that the doctor, based at RAF Kinloss in Scotland, could not "pick and choose" orders he obeyed.
Dr Kendall-Smith will serve half of his sentence in a civilian prison and the remainder on licence.
He was also ordered to pay �20,000 in costs.
He feels his actions were totally justified and he would not, if placed in the same circumstances, seek to do anything differently

The judge told him: "You have, in the view of this court, sought to make a martyr of yourself and shown a degree of arrogance which is amazing.
"Consequently you have lost any credit you might have been given for guilty pleas."
Dr Kendall-Smith's solicitor, Justin Hugheston-Roberts, told BBC News the doctor was "upset yet resilient" and would be appealing.
"Now, more so than ever, he feels his actions were totally justified and he would not, if placed in the same circumstances, seek to do anything differently."

In a statement read by his solicitor, Dr Kendall-Smith said: "I would wish to thank all those people from all over the world and from all walks of life for their good wishes, their kind thoughts have helped sustain me through the past months.

"To take the decision that I did caused me great sadness, but I feel I had no other choice."
Outside court, Stop the War coalition national organiser Chris Nineham called the decision "a travesty of justice".
Dr Kendall-Smith had taken "a very courageous stand" and "paid a very high personal price for the lies of Tony Blair and his government", he said.

An RAF Prosecuting Authority spokesman said: "British troops are operating in Iraq under a United Nations mandate and at the invitation of the Iraqi government."
RAF spokeswoman Wing Commander Ailsa Gough added that the MoD noted the court had upheld the fact that, under the Air Force Act 1955, the orders given "were lawful and, therefore, should have been obeyed".
But CND chairwoman Kate Hudson said military personnel had a responsibility to familiarise themselves with international law on the conduct of war and to act accordingly.
"We all know they cannot hide behind the excuse that they are on the receiving end of orders from on high," she added.

Dr Kendall-Smith, who holds dual British and New Zealand citizenship, had served twice in Iraq before he refused to train for his deployment last year.
He decided the invasion was illegal after studying books and articles.
In mitigation, his lawyer Philip Sapsford described the doctor as "an officer of impeccable character" with an "exemplary record".
"He is a man of great moral courage," Mr Sapsford said.
He was found guilty of refusing to attend equipment fittings and a training course as well as one count of failing to obey an order to attend a deployment briefing.

Des Smith, the man arrested in the cash for honours police probe is a respected headmaster who, according to his local Labour MP Jon Cruddas, does a "fantastic" job at his East London school.
The Dagenham MP says 60-year-old Mr Smith should be judged on his 21 year record as a public servant - during which time he had greatly improved GCSE results due to his "strong leadership".
"He has transformed the life opportunities of many, many thousands of working class kids," said Mr Cruddas, who is a friend of Mr Smith.
Mr Smith's qualities as a head teacher, no doubt, came into play when he was invited to join the council of the Specialist Schools and Academies Trust (SSAT) - the quango set up in 2005 to seek out donors for the government's controversial city academies programme.
The scheme encourages wealthy individuals to pump money into schools in disadvantaged areas - or even set up their own academies, with a say over what is taught there.
Tony Blair has set a target of 200 acadamies - but take up has been sluggish, with only 27 being opened in the past four years.
The SSAT was set up under the auspices of Mr Blair's chief fundraiser and close friend Lord Levy to seek out new academy donors and help them to set up academies.
Downing Street visit
It also acts as "trouble-shooter to help existing sponsors resolve problems", helps academies raise standards and performs a "media and communications role", according to its website.
But the agency, which is part funded by the Department for Education, was the subject earlier this year of an undercover Sunday Times investigation amid allegations peerages were being offered in exchange for donations.
A reporter posing as the PR assistant of a potential donor to the SSAT allegedly recorded Mr Smith, who was also acting as a consultant to SSAT chairman Sir Cyril Taylor, making a connection between providing funding and getting an honour.
Mr Smith is understood to have said he had visited Downing Street on several occasions.
Outrageous claim?
And he allegedly told the reporter the "prime minister's office would recommend someone like [the donor] for an OBE, a CBE or a knighthood".
Asked if it was "typical" to get an honour for a donation he replied: "Yes".
He was then asked if investing in five academies could guarantee a peerage and he told the reporter: "Well, almost certainly. Basically if a Labour government [is] there. What we've got to keep in touch with ... is the Conservatives because this guy [David Cameron] he's so good. I mean, you're a PR person, you must like him."
Sir Cyril said at the time Mr Smith's claim was "outrageous". "In no way is giving money to the academy linked to the award of an honour."
Mr Smith later told the Guardian that he had been naive to make his comments.
He said he had been "shattered by the experience. I was naive, I shouldn't have said what I did. I'm desperately sorry".
Downing Street said at the time it was "nonsense to suggest that honours are awarded for giving money to an academy".
He quit his post with the SSAT but was arrested on Thursday under the under the 1925 Honours (Prevention of Abuses) Act as part of a wider police probe into alleged corruption.

Tony Blair and David Cameron are at the centre of controversy over secret loans made to their parties ahead of the last election. Here is our guide to the affair.
What's the row about?
Tony Blair has been accused of selling peerages after four businessmen who gave Labour unpublicised loans which together totalled at least �4.5m were subsequently nominated for peerages. Labour went on to reveal it had been secretly loaned nearly �14m ahead of the last election. The Conservatives were loaned a total of �16m by 13 wealthy backers. It has said it owes �37m, including a mortgage on their former headquarters, loans from local Conservative associations and individuals. The Liberal Democrats owe �850,000 to three backers.
What's wrong with that?
Rules introduced by Mr Blair as part of his drive to clean up politics mean all donations above �5,000 have to be declared and foreign donations are banned. Loans at commercial rates are allowed, however. It is embarrassing for Mr Blair to be caught out exploiting a loophole in his own regulations - particularly as it emerged he did not even tell key officials in his own party about the loans. But the "cash for peerages" accusations could be more damaging because the police are investigating - although all parties will be included in their probe. The Commons public administration committee investigating the issue.
What about the Conservatives?
The party has released the 13 names whose loans - worth �16m in total - have not yet been repaid. David Cameron - who was not party leader when the loans were made - had argued they were made on the condition of anonymity. It has paid back �5m to lenders - including foreign nationals - who wanted to remain anonymous.

The party announced earlier this month that it had been lent �850,000 from three supporters. These are trade and industry spokesman Lord Razzall, businessman Paul Marshall and textile millionaire Lord Alliance.
What's wrong with people lending parties money?
Nothing, legally. But the suspicion is that those lending the money are trying to buy influence or even a seat in Parliament.
Why are the police investigating?
Under a 1925 law it is illegal to reward with a "title of honour" anyone who has given "any gift, money or valuable consideration". The law was introduced after Liberal Prime Minister David Lloyd George was caught offering peerages and honours at a price. The cash was meant to go to party funds but most ended up in his own pocket. Scotland Yard is expected to interview senior figures including Lord Levy and Labour's former General Secretary Matt Carter. The probe was prompted by a complaint from three MPs, including members of the SNP and Plaid Cymru.

Sir Gulam Noon says he was advised to keep a �250,000 loan secret, and also that he has been blocked from joining the House of Lords because the loan was not disclosed.

What has happened to the money?
It was spent by the parties at the general election. A Labour spokesman said the loans had been taken out at commercial rates and would be paid back. He said the loan amounts would be published in the party's next set of accounts. According to press reports, Labour had to turn to individual lenders because its bankers were unwilling to give it a larger overdraft.
The Conservatives publish the amount they have been loaned in their annual accounts. The latest figure available is for 2004, when the party was lent �9,021,000 at commercial rates, plus �4,316,000 interest free from constituency associations. The figures for 2005 will be published in July.

Des Smith sparked a row earlier this year when he suggested donors would be given honours in exchange for funding.
He quit his post with the Specialist Schools and Academies Trust, which helps find sponsors, after the story.
Mr Smith, 60, was arrested in east London under the 1925 Honours (Prevention of Abuses) Act.
He is currently in custody at a London police station.
The Specialist Schools and Academies Trust helps the government recruit education sponsors. Set up in September 2005, its president is Lord Levy, Tony Blair's chief political fundraiser and close friend.

Investigation widened
In a separate development, elections watchdog the Electoral Commission publishes a new draft code of conduct on reporting loans in the wake of discussions with the main political parties.
It says the parties agree to report any loan more than �5,000 - or more than �1,000 if the donor has given another amount that needed to be reported in that year.
The draft code says "this would apply whether or not the party regards the loan as having been made on commercial terms".
The cash-for-honours inquiry was originally launched in response to a complaint by Scottish and Welsh nationalist MPs that Labour had broken the law preventing the sale of honours such as peerages and knighthoods.
It has since been widened to cover the activities of other parties.
The investigation is being led by Deputy Assistant Commissioner John Yates, who has said he is prepared to widen the investigation to consider more general allegations of corruption.
It followed reports that the House of Lords Appointments Commission had blocked the appointment of four of Prime Minister Tony Blair's nominations for peerages - all wealthy businessmen who had made loans to Labour.
None was on the list of new working life peers when it was published on Monday. One Tory nominee - who had loaned the party �2m - also missed out on a seat in the upper house.
Mr Yates has already told MPs that he is prepared to widen the investigation to consider more general allegations of corruption.

The Specialist Schools and Academies Trust describes itself as the "leading national body for secondary education in England, part funded by the DfES (Education Department), delivering the government's Specialist Schools and Academies programme.

A London head teacher has been arrested under the 1925 Honours (Prevention of abuses) Act. But what does this obscure piece of legislation actually say?
It is
a law designed to deal with those who both give and accept honours under inducement.
It was introduced after a scandal in the early 1920s, when David Lloyd
George offered peerages and other honours at a price.
The money was
supposed to go to Liberal Party funds, but in fact most of it found its way into
Lloyd George's own pocket.
As one contemporary wrote: "Anyone could buy a barony for �50,000, a
baronetcy for �25,000, or a knighthood for �15,000."
The scandal did not immediately become public
knowledge because Lloyd George also conferred titles on newspaper owners,
to ensure their silence.
Sole conviction
By 1925, the situation had got so out of hand that Parliament decided to introduce
legislation.
Anyone found guilty under the Act could face imprisonment for up to two years or an unlimited fine.
But it has brought only one conviction, for selling honours, in a 1933 case involving Maundy Gregory, a man who had close connections with Number 10.
Section One of the Act says this: "If any person accepts, obtains or agrees
to accept or obtain from any person, for himself or for any other person, or for
any purpose, any gift, money or valuable consideration as an inducement or
reward for procuring or assisting or endeavouring to procure the grant of a
dignity or title of honour to any person or otherwise in connection with such a
grant, he shall be guilty of a misdemeanour."
The
Political Honours Scrutiny Committee of privy councillors, set up to weed out
unsuitable nominees was also a result of the Lloyd George scandal.

Union members are angry about planned pension changes
Council workers' union leaders have called for the suspension of strikes in their dispute over pension rights.
The unions representing local authority workers said, in a joint statement, that they had agreed a framework for negotiations with employers.
More than one million staff walked out last month in a one-day strike against plans to scrap rules letting council staff retire at 60 on a full pension.
More strikes had been due to take place between 25 and 27 April.
'Urgent' talks
Talks will now centre on protecting existing workers who want to retire early with no loss of pension benefits.
The decision to recommend suspension of the action follows informal talks between the two sides. The individual unions will now hold the necessary internal consultations.
TUC general secretary Brendan Barber said he expected the detailed negotiations on the new framework to start "urgently".
"I am very pleased that it has now been possible to agree with the Local Government Employers a sensible framework for the detailed negotiations necessary on the future of the Local Government Pension Scheme (LGPS)," he said.
"These negotiations now offer a positive route forward to secure fairness and high quality pensions for all workers covered by the LGPS in the future."
Sandy Bruce-Lockhart, chairman of employers' organisation, the Local Government Association said: "It will come as a relief to employees, employers and local people that this industrial action has been suspended.
"The Local Government Association will be working hard in meaningful discussions with the unions to come up with a long term reform of the Local Government Pension Scheme that is fair to employees, continues to make local government an attractive place to work in and is affordable for council taxpayers." erotikken porno

A security alert on board a Ryanair flight led to the closure of Prestwick Airport in Ayrshire.
Ryanair said a note was passed to cabin crew on the Paris to Dublin flight at about 1400 BST claiming there was a bomb onboard the aircraft.
A "fighter escort" then accompanied the aircraft onto the ground at Prestwick.
All 167 passengers were taken off the plane. A spokesman for Strathclyde Police said: "All are safe and well and are being interviewed."
The plane landed at 1420 BST.
A Prestwick Airport spokesman said the flight was diverted "as a precautionary measure".
A spokesman for Ryanair said: "All passengers together with Ryanair are co-operating fully with the police and local safety authorities.
"The aircraft will now be subject to a detailed search, following which we expect it will be cleared to travel onwards to Dublin.
"Ryanair apologises sincerely for any inconvenience caused to these passengers, however the safety of our passengers and aircraft will always be our number one priority."
The MoD said the plane was escorted to the ground at Prestwick by Tornado aircraft.
A Strathclyde Police spokesman said "a full emergency response was put into place".
Delayed flights
The scare resulted in a 25 mile air exclusion zone being set up around the airport, according to aviation sources.
This took effect at 2.09pm, and was lifted 16 minutes later at 2.25pm.
This had the effect of delaying some flights due to depart from nearby Glasgow Airport, and those flights were kept on the ground for that period.
A worker at Prestwick Airport said staff were not being evacuated but there was a large police and fire service presence.
No flights are taking off or landing as a result of the incident
Ryanair flights from Paris and Milan have been diverted to Edinburgh Airport and a flight from Amsterdam was diverted to Glasgow Airport.
Six scheduled departures have been delayed.

Ian and Angela Gay have always denied poisoning Christian

A couple convicted of killing their three-year-old foster son by poisoning him with salt are facing a retrial.
Ian Gay, 39, and his 40-year-old wife Angela, from Halesowen, won an appeal court hearing against a conviction for the manslaughter of Christian Blewitt.
The couple, who planned to adopt the boy, were jailed for five years in 2005. They have been released on bail.
Christian died in hospital four days after staying at their home. High levels of salt were found in his body.
The Gays have served 15 months of their five-year jail terms. The retrial will be heard later this year.
In a BBC interview Ian Gay said: "Prison has changed us. This whole experience has changed us a great deal. I hope that one day we'll regain our trust in the human race but right now we're just trying to get our feet back on the ground and our lives back in order.

Couple changed by prison
Speaking outside court, Angela Gay said she was pleased the convictions had been quashed.
"However we must now face the fresh agony of a retrial," she said.
"We now know for certain what we believed all along. That Christian died of natural causes.
"We are now looking forward to going home."
After thanking family and friends, she added: "Yet again we protest our innocence and hope that one day soon justice will finally be done."
Appeal lawyers argued Christian had a rare condition, a sort of salt diabetes, which led to the high salt levels.
Prison abuse
The court held that if the jury at the original trial had heard fresh evidence suggesting Christian could have died of natural causes the verdict might have been different.
Mrs Gay told the BBC she had been the target for abuse from other prisoners while on a segregation unit.

Christian died after being found unconscious at the couple's house in Bromsgrove, Worcestershire, in December 2002.
Lord Justice Richards, sitting with Mr Justice Penry-Davey and Judge Ann Goddard, said the appeal court had not lost sight of the fact that the medical evidence, though important, formed only part of the evidence in the case.
The couple, having recently taken on three children with a view to adoption, were "in a position of considerable stress", he said.
Difficulties experienced with Christian added to that stress but did not alter the possibility that the fresh evidence could have influenced the outcome of the trial.
Arguing against a retrial Michael Mansfield QC said the scientific dilemma facing medical experts could not be solved by asking a fresh jury to grapple with it.
Prosecutors at the original trial argued the couple either murdered him by brute force or were guilty of manslaughter by feeding him salt as a punishment for naughtiness.

Ann Marie Rogers has won her long legal battle to be given Herceptin
Ann Marie Rogers, who has early stage breast cancer, has won her legal fight to be given the drug Herceptin.
The Appeal Court's judgement said it was wrong for her local NHS trust to use the concept of "exceptional circumstances" as a way of deciding who should get the drug.
The ruling does not mean primary care trusts will be forced to pay for the drug, but does set the precedent that giving the drug to some women but not others is irrational.
Charities and patients give their reaction to the verdict.

The drug is already used for advanced cancer
The Court of Appeal has decided that a breast cancer patient should receive the drug Herceptin after a long-running legal fight.
The decision could have widespread implications for other cancer patients, and for the provision of drugs in the NHS in general.
What is Herceptin?
It is a drug said to halve the chances of the aggressive HER-2 form of breast cancer returning.
It targets the HER-2 protein, which can fuel the growth of breast tumours. Herceptin prevents this process happening. Around a fifth of breast cancers are HER-2 positive.
It is currently licensed for use in women with advanced breast cancer - where the disease has spread within the breast or to another organ.
Research has suggested it could also benefit women in the early stages if the disease, but it is not currently licensed for use in this group of patients.
However, it has been linked to heart problems.
The cost for one year's treatment with Herceptin is around �20,000.
When will it be licensed for use in early stage breast cancer?
The National Institute for Health and Clinical Excellence (NICE) has said that it will fast-track the review of the drug, but manufacturers Roche still have to submit an application to European licensing authorities before NICE can consider it.
In the meantime, women up-and-down the country are challenging their local NHS trusts when they refuse to fund the treatment.
Trusts can still fund drugs which are awaiting NICE approval, but they tend not to because they argue it is hard to justify the outlay when cash is tight in the health service.
Why did Ann Marie Rogers go to court?
She said she was prescribed the drug by her doctor but has been refused it by local health bosses, and has borrowed �5,000 to fund her treatment.
But she said she cannot pay anymore and accused Swindon Primary Care Trust of putting "money before life".
The PCT denied the move is solely motivated by finances, pointing out the local strategic health authority, in charge of overseeing the trust, has said the drug should not be routinely funded until it is given the seal of approval by NHS advisers NICE.
Why did the High Court rule against Ms Rogers?
Mr Justice Bean ruled that Ms Rogers had not shown that Swindon PCT refusal to fund her treatment was contrary to guidance from the Health Secretary.
He said the PCT was within its rights to decide not to fund Herceptin treatment unless the individual case was exceptional.
The court's task was not to judge the merits of that policy, he said, but to decide whether the policy was arbitrary or irrational, and thus unlawful.
"Accordingly, despite my sympathy with Ms Rogers's plight, I must dismiss the claim for judicial review."
Why did the Court of Appeal over-turn this ruling?
The three judges challenged the idea that a patient could have "exceptional circumstances".
It decided that Ms Rogers should be given the drug as there was no rational basis for giving Herceptin to one breast cancer patient who met the clinical criteria for receiving it, and not another.
What has happened with challenges in the past?
This is the first case to reach the High Court, as previous legal actions by women have resulted in NHS trusts backing down and funding the drug.
Last year, nurse Barbara Clarke, 49, threatened Somerset Coast PCT with a judicial review, but the trust backed down before the case and provided her with the treatment.
And in November, Health Secretary Patricia Hewitt intervened when North Stoke Primary Care Trust refused to fund the drug for mother-of-four Elaine Barber.
Ms Hewitt said she wanted to see the evidence upon which health bosses had made their decision and within a day the trust had reversed the decision, citing Ms Barber's "particular exceptional circumstances".
Evidence collected by the BBC's Panorama programme suggests many trusts are already prescribing it.
A survey of cancer doctors revealed three quarters had been allowed to give it to patients by local health bosses.
Does the ruling have wider implications?
Yes. The fact that the law courts have decided that Ms Rogers should be given Herceptin would appear to set a precedent for other cancer patients in a similar position.
But Appeal Court judges said the ruling would not "open the floodgates" as only women who met the clinical criteria for Herceptin would qualify for the drug.
However, their ruling calls into question the role of NICE, which is supposed to determine which drugs should be made widely available on the NHS.

Rapist Hoare won the fortune while serving a sentence
A victim of millionaire Lotto rapist Iorworth Hoare has lost her appeal for damages against her attacker.
Serial rapist Hoare, from Leeds, attempted to rape the woman, Mrs A, in the city's Roundhay Park in 1988.
Last October, a High Court judge ruled that a claim for compensation by Mrs A, who is now 77, was outside the legal six-year limit.
On Wednesday, the Appeal Court upheld the judge's refusal to allow her to make a claim for psychiatric injury.
'Seek justice'
However, the judges gave Mrs A permission to appeal to the House of Lords and her solicitor said she "remained determined to seek justice".
Solicitor Damien Cross said: "Hopefully, in this way, Mrs A and others in the future will receive justice and a right to pursue just claims against the perpetrators of violent and sexual assaults."
Hoare, 53, was jailed for life in May 1989 and spent 16 years in prison.
It was while he was on day release late in 2004, prior to being freed on parole the following March, that he bought the lottery ticket which netted him �7.2m.
At the appeal hearing, Mrs A's counsel, Alan Newman QC, told the judges that before his win Hoare had no assets.
Medical reports
On that basis, Mrs A took the view that it was "neither sensible nor proportionate" to take civil action against him as there was no chance of him satisfying any claim.
Once she knew of the win, she took prompt action in issuing proceedings in December 2004 and obtaining medical reports on her condition.
Mr Newman said that the central issue was whether, because of the 1998 Human Rights Act, Mrs A should be permitted to continue with her claim against Hoare for damages arising outside the primary six-year period specified in the 1980 Limitation Act.
Mrs A has received �5,000 from the Criminal Injuries Compensation Board, which she has said would be repaid if she wins damages.

Yogi Amin, of solicitors, Irwin Mitchell, who represented Ms Rogers, said "This truly landmark judgement makes clear to PCTs that they cannot overlook the clinical needs of the patient.
"People need to be confident that they will receive the drugs their doctor prescribes for them and it is therefore good news for doctors and patients alike."
He said ministers now needed to set out clear guidance on how drugs should be funded by PCTs.
Drug approval
In a statement, Swindon PCT said: "Although the judgement said generally our policy on funding is lawful, we accept that when considering this case and exceptional circumstances we should have taken costs into account to make our decision more rational."
It said it would consider its policy, taking into consideration the points made by the court.
Herceptin targets the HER-2 protein, which can fuel the growth of breast tumours.
Around a fifth of breast cancers are HER-2 positive.
A year's treatment with the drug costs an estimated �20,000.
The treatment is currently licensed for the treatment of advanced breast cancer but not for early-stage breast cancer, which research has suggested it could also help.
Makers Roche submitted their licence application for early-stage breast cancer to European drug authorities in February.
Once that is granted, NHS drugs watchdog the National Institute for Health and Clinical Excellence (NICE) promised to fast-track its appraisal if Herceptin is cost-effective
That process is set to be completed later this year.
Joanne Rule, chief executive of the charity Cancerbackup, said: "From now on treatment should depend on clinical need and not on where you live, how much money you have, or how "exceptional" you are.
A Department of Health spokeswoman said the judgement provided clarification to PCTs.
"As is the case with other unlicensed drugs, clinicians can take the decision to prescribe Herceptin to patients with HER2 positive early
breast cancer.
She said PCTs should not rule out treatments on principle, but consider individual circumstances and not refuse to fund Herceptin solely on the grounds of cost.
Shadow Health Secretary Andrew Lansley said: "Without national guidance from the Department of Health, many PCTs have been left to draw up arbitrary criteria which have forced some women to go without this essential treatment.
"Following this
judgement, Patricia Hewitt now needs to live up to the pledge she made to women in October - and ensure that women across the country who have a clear, clinical need for Herceptin are provided with it."

Police statement
Three workers have been seriously injured when scaffolding collapsed at a construction site in the centre of Milton Keynes.
One eyewitness said the scaffolding fell "like a pack of cards" from 14 floors. One of those injured is in surgery, said a hospital spokesman.
The fire service is bringing in specialist equipment to check if anyone else is under the scaffolding.
A new Jurys Inn Hotel and homes are being built at Witan Gate.
Thames Valley Ch Insp Andy Stanton said the fire brigade had used heat-seeking equipment to search the site but more specialist equipment was on the way.

He added as far as the authorities knew everyone had been accounted for.
Up to 200 workmen are thought to have been on the site, but it appears many were on their lunchbreak when the scaffolding collapsed.
Eyewitness Nick Reynolds said: "It came down like a pack of cards." Others said it sounded like a roll of thunder.
Mr Stanton said: "The fire and ambulance services and police have been working together to rescue people from the site.
"Clearly some of the injuries are likely to be serious but we have no confirmation that anyone has died.

"We are working with the ambulance service and Health and Safety Executive to make sure a site search is undertaken and the investigation will be thorough and painstaking."
The three people who were rescued were taken to Milton Keynes General Hospital.
Police said they were talking to the firm responsible for the scaffolding and a thorough investigation of the site would be carried out with the local authority building control unit and the Health and Safety Executive.
'High winds'
A spokesman for the site contractors McAleer and Rushe said the company would be issuing a statement about the incident.
Two Shires Ambulance Service said: "Apart from the three people taken to hospital a number of others were treated for minor injuries at the scene."
Initially they sent 10 ambulances, two emergency vehicles, two air ambulances, two accident and emergency vehicles and set up two offices.
An eyewitness said high winds were blowing when the accident happened.
Radio Five Live listener Christopher Keen said
he saw 15 to 20 ambulances at the scene.
He said shortly after the collapse: "It looks like absolute devastation. It is a massive building site, there are six tower cranes but the scaffolding is just one pile of matchsticks."
Des Williamson, of Buckinghamshire Fire and Rescue Service, said:
"This is as serious as it gets. The initial rescue was reasonably straightforward.
"Since then we have mobilised specialist equipment. We are going to start a very detailed search of the rubble.
"If there are persons trapped under there we will take every precaution and we will find them."
